The system is for use between combatting authorities to exchange information when<br />

pollution of the sea has occurred or when a treat of such i present.<br />

The POLREP <strong>BALTIC</strong> is divided into three parts:<br />

- Part I or POLWARN (POLlution WARNing) is used to give information or warning of<br />

pollution or treat of pollution. When POLWARN is used as a warning it should be<br />

transmitted with the traffic priority URGENT. Such a POLREP should always be followed<br />

up by a supplementary POLREP or be cancelled.<br />

- Part II or POLINF (POLlution INFormation) is used to give detailed information about<br />

the incident.<br />

- Part III or POLFAC (POLlution FACilities) is used for matters related to assistance. If<br />

necessary this POLREP can be transmitted with traffic priority URGENT.<br />

Chapter 5.5 POLLUTION REPORT <strong>BALTIC</strong> (POLREP <strong>BALTIC</strong>) gives detailed<br />

information on the POLREP system including:<br />

- summarized list on POLREP <strong>BALTIC</strong> (annex 1)<br />

- detailed explanations of the report heading and the item numbers in Part<br />

the POLREP <strong>BALTIC</strong><br />

I, II and<br />

- POLREP <strong>BALTIC</strong> sample messages illustrating how the system can be used for different<br />

purposes.<br />

Chapter 5.6 INTERNATIONAL EARLY WARNING REPORTING SYSTEM FOR<br />

POLLUTION CAUSED BY ALGAL BLOOMS contains a reporting format (annex 2) to<br />

cover “natural” pollution incidents in the form of algal blooms. The format is approved by<br />

the 15th meeting of the Combatting Committee in accordance with HELCOM<br />

Recommendation IO/ 1.<br />

Chapter 6 GUIDELINES FOR REQUEST AND PROVIDING OF ASSISTANCE contains<br />

guide lines for requiring and providing assistance for combatting spillages of oil or other<br />

harmful substances at sea according to Annex VI, regulation 8 of the Helsinki Convention.<br />

Request for assistance from a Contracting Party (Requesting Party) shall be made by the<br />

competent authority and be addressed to the Competent authority of another Contracting<br />

Party (assisting party).<br />

The requesting party is responsible for necessary domestic arrangements for border<br />

passage, housing, base arrangements etc.<br />

Request by telephone shall always be confirmed by telex.<br />
