assistance to states establishing national<br />

or regional response capabilities:<br />

- Facilitate the provision of technical<br />

assistance and advice, upon the request of<br />

states faced with major oil pollution<br />

incidents.<br />

The IMO's Marine Environment Protection Committee (MEPC) established an<br />

CPRC Working Group to representatives from all IMO Members, UN organisations<br />

and intergovernmental organizations such as EEC, HELCOM, Oslo/Paris<br />

Commissions. and non-governmental organisations in consultative status with<br />

IMO. The later category includes, for example, OCIMF, ITOPF, E&P Forum,<br />

I?ITERTANKO, ICS, FOE1 and Greenpeace International. The Working Group reports<br />

to the MEPC and meets in conjunction with MEPC meetings held approximately<br />

every eight months at IMO Headquarters. The first intersessional meeting is<br />

to be held in March 1993. Current work plan includes:<br />

Develop guidelines for the preparation of oil pollution emergency<br />

plans for offshore units, sea ports and oil handling facilities:<br />

Update those sections of the Manual on Oil and Chemical Pollution<br />

related to marine pollution preparedness and response, the<br />

Guidelines on Oil Spill Dispersants and assign priorities<br />

accordingly and prepare a new section V - Administrative/Legal<br />

Aspects of the Manual on Oil Pollution:<br />

Examine means of enhancing the co-rdination function of IMO when<br />

international assistance is needed to respond to an oil pollution<br />

incident:<br />

Preparation of operational guidelines and recommendations on the<br />

means by which States should give ef.fect to Article 7(3) of the<br />

OPRC Conven&ion dealing with facilitation of response to an oil<br />

pollution incident:<br />

Promotion of R&D relating to oil polllution preparedness and<br />

response:<br />
