Annex 1:<br />

The Danish approach concerning regulation of agriculture.<br />

Danish farmers have a long tradition of forming organisations. The farmers<br />

have organized and developed an effective advisory service, which is independent<br />

of the public administration.<br />

The advisory service is the most important partner to the public administrations<br />

when regulations towards agriculture are’to be implemented.<br />

Measures to implement new legislation are developed in a dialogue between the<br />

public administration and farmers organizations. It is to a great extent possible<br />

to identify efficient measures, that are cost-effective to farmers.<br />

When the measures are identified it is the task of the advisory service to find<br />

means, that are appropriate to implement the measures.<br />

<strong>No</strong>rmally new regulations are integrated in the existing advisory services. Most<br />

Danish farmers consult their advisory service officers regularly. Moreover many<br />

farmers every year spend some days on courses to get their knowledge updated.<br />

Compliance checking and enforcement is made by the public administration. As<br />

the Ministry of Environmental Protection and the EPA have no decentral<br />

branches the task concerning agriculture is very often made by the local<br />

government in the municipalities.<br />

Annex 2:<br />

About the Danish Environmental Protection Agency (DEPA).<br />

DEPA is a part of the Danish Ministry of the Environment, which was established<br />

in 1973.<br />

The Ministry consists of a Department, which serves as secretariat for the<br />

Minister for the Environment, and 4 agencies, viz DEPA, the Danish Agency for<br />
