on matters related to the activity<br />

within the HELCOWq Pro ramme Implementation<br />

Task Force ?HFLCOM PITF:)<br />

Cooperation of the Baltic Sea States within the framework of<br />

the TELCGM Task Force on matters related to elaboration and imple-<br />

mentation of the Baltic Sea Joint Comprehensive Environmental Ac-<br />

tion Programme can be considered as a model of joint activity of<br />

industrially developed countries and the countries with the economy<br />

in transition in solution of regional and global ecological problems.<br />

Despite some political and economic difficulties this Programme<br />

was elaborated in a record-breaking short time. The Russian Contrac-<br />

ting Earty is satisfied on the whole by the results of the first<br />

stage (prefeasibili-ty studies) of the Programme elaboration, though<br />

not all our proposals we-r2 included in it. Priority projects and<br />

problems included in the Pregramme for further elaboration pose a<br />

serious threat to the environmeilt and human health in the Raltic<br />

region.<br />

Municipalities, pulp and paper mills, livestock farms and<br />

enterprises for recycling and disposal of hazardous wastes in Le-<br />

ningrad and Kaliningrad regions included in the Programme contri-<br />

bute to the environment about 50% of anthropogenic load from the<br />

Russian territory.. This constitutes a significant contribution to<br />

the total impact on the 3altic Sea marine environment . Unfcrtuna-<br />

tely, some enterprises-polluters proposed by our experts were not<br />

included in the Programme. Bnt this does not mean, that we do not<br />

plan to carry on necessary environmental measures on these sites<br />

in accordance with our national plans.<br />
