. Requesting party should reimburse the<br />

assisting party for the cost of assistance:<br />

. Requesting party may aks the assisting party<br />

to waive reimbursement of expenses exceeding<br />

the sum compensated or reduce costs or<br />

postpone the reimbursement of such costs.<br />

Due consideration should be given to the<br />

needs of developing countries.<br />

Obligation to ensure that ships, offshore units,<br />

aircraft, seaports and oil handling facilities<br />

report oil pollution incidents to nearest<br />

coastal state or competent national authority<br />

and advise neighbouring states at risk and IMO<br />

as appropriate<br />

Required for:<br />

Oil tankers 1 Regulation 26, Annex I,<br />

,150 gross tons ) MARPOL 73178 enters into force<br />

Other ships 1 April 1993, Guidelines for the<br />

,400 gross tons ) Development of Shipboard Oil<br />

) Pollution Emergency Plans<br />

Any fixed or floating offshore installation or<br />

structure engaged in gas or oil exploration,<br />

exploitation, production activities or loading<br />

or unloading oil<br />

Any seaport and oil handling facility that<br />

presents a risk of an oil pollution incident<br />

National and regional Obligation to establish a national system for<br />

preuaredness and resoonse responding promptly and effectively to oil<br />

caoability pollution incidents which has, as a basic<br />

minimum, a national contingency plan, designated<br />

national authorities and operational focal<br />

points responsible for oil pollution<br />

preparedness and response, reporting and<br />

handling requests for assistance<br />

Each party, within its capabilities either<br />

individually or through bilateral or<br />

multilateral co-operation, and, as appropriate,<br />

in co-operation with the oil and shipping<br />

industries, port authorities, and other relevant<br />

entities, shall establish:<br />

. Minimum level of prepositioned oil spill<br />

response equipment, proportionate to the risk<br />

involved, and programmes for its use:<br />

. Proqramme of exercises for oil pollution<br />

response orqanizations and training of<br />

relevant personnel:<br />
