DECREE ON THE ADVISORY BOARD FOR<br />

THE MARINE ENVIRONMENT<br />

March 6,198l<br />

Section 1 (28.9.1990/898)<br />

There shall be an Advisory Board at the Ministry of the<br />

Environment acting as an advisory body in preparing measures<br />

required by the international conventions referred to in<br />

section 3 of the Act on the Prevention of Marine Pollution, and<br />

to promote and coordinate protection of the marine environment<br />

and related tasks.<br />

Sectioo 2<br />

The Advisory Board shall consist of a chairman, a<br />

vice&airman and a maximum of 13 other members, each of<br />

whom shall have a personal deputy. all appointed by the<br />

Council of State for three years at a time.<br />

The members shall represent expertise from at least the<br />

following areas: foreign affairs, environmental protection,<br />

water protection, navigation, marine research and other<br />

research concerned with the marine environment.<br />

If the chairman, vice-chairman or other member or<br />

deputy member of the Advisory Board should resign or die<br />

during his term of office, the Ministry of the Environment shall<br />

appoint another member or deputy member for the remainder<br />

of the term. the appointment to be made upon the proposal of<br />

the same authority or organization as made the original<br />

Section 3<br />

It is the task of the Advisory Board:<br />

1) to promote protection of the marine environment, and<br />

to execute and coordinate related tasks;<br />

2)topfcpammatterstobedeaItwithinintemational<br />

commissions and the organs thereof founded under<br />

conventions to protect the sea binding on Fmland,<br />

insofar as they NIX applicable to Finland and Fish<br />

participation in international cooperation in this field;<br />

3) to issue statements to the authorities upon request and<br />

to promote cooperation between authorities;<br />

4) to monitor international developments in the field and<br />

to make initiatives based themupon;<br />

5) to make initiatives for the promotion of environmental<br />

marine research;<br />

6) to promote the dissemination of information on<br />

protection of the marine environment; and<br />

7) to carry out any other tasks designated by the Council<br />

of State or the Ministry of the Environment as part of, or<br />

related to. the area of competence of the Advisory<br />

The Advisory Board’s working order shall be issued by<br />

the Ministry of the Environment upon a proposal by the Board.<br />

Section 5<br />

APPENDIX 1<br />

The Advisory Board may establish sub-committees for<br />

the preparation of various matters.<br />

Within the bounds of the working order, the<br />

subcommittees may also be entrusted with making proposals,<br />

issuing statements and carrying out other tasks on behalf of the<br />

Advisory Board.<br />

Section 6<br />

The Ministry of the Environment may permit the Board<br />

to invite persons to join its sub-committees. except to the post<br />

of chairman, who arc not members of the Board itself. At<br />

subcommittee meetings. these sub-committee members shall<br />

have the same rights as members of the Board. (28.9.1990/<br />

The fees, travel compensation and per diem allowances<br />

paid to sub-committee members shall be subject to the rules on<br />

fees and compensation for members of State committees.<br />

Section 7<br />

The Advisory Board and sub-committees thereof shall<br />

constitute a quorum when the chairman or vice-chairman and<br />

at least half of the men&as. including, for sub-committees. the<br />

sub-committee manbers. are present.<br />

The Boani may have a civil servant appointed by the<br />

Ministry of the Emimrunen t as its general secretary. In<br />

addition, civil servants from the Ministry of the Environment<br />

and persons enga@ by the Board may setve as secretaries to<br />

the Board and its sub-committees.<br />

Se&on9<br />

The regulations on State committees shall othemise<br />

apply to the Board.<br />

Section 10 (28.9.1990/898)<br />

As necessary. more detailed regulations on the implementation<br />

of this Decree will be issued by the Ministry of the<br />

Environment after consulting the Ministry for Foreign Affairs,<br />

tlk Ministry of Agriculture and Forestry, and the Ministry of<br />

Transport and Communications.<br />

SectIon 11<br />

This tree comes into force on April I, 1981.<br />
