As a result of these requirements it has been possible to<br />

adopt shplified prccedures for the discharge of residues;<br />

furthermore, the ame&ments were Wad to reduce the quantities<br />

of B and C substances that are discharged into the sea.<br />

TheCWttee agreedthattheproposed ameKhentstoAnn~<br />

II, by bringing ahut a signifiat reduction in the generation of<br />

wastes resulting from shipboard operations, would not only result<br />

in a remarkable rertuc=ion of marine pollution by noxious liquid<br />

sthtances from ships, but would also reduce drastically the<br />

environmental problems ashore involved witi the treamt and<br />

ultimate disposal of wastes received from ships. Zn addition, the<br />

~IEI&W& provided for improved possibilities for executing<br />

effective pert State ccntrol , thus ensurkg full compliance with<br />

the previsions of the Annex.<br />

At the samemee~inc~, theFEE decidedthatthe<br />

ir@ementation date of 'Lh.e Annex should also be deferred until 6<br />

April 1987. If t!!is had not been done, the Annex would have<br />

entered into force i? Cctohr 1986 only to be changed in crucial<br />

aspects, includirq tie Certificaw and Cargo Record 3ook, barely<br />

Another hportantfeatureof the1985 WstoMARPOL,<br />

The MEPC expanded the C&e to cover pollution aspects as<br />

well, and the M?RFUL &endments have made the Cod@ -tory from 6<br />

April 1987. The effecti;re inclusion of the IZC Code in MARDJL<br />

X/78 is particularly impcrrant because the Code is ccnu2rrMwit.h<br />

carriage requirements, i.e. cargo containment, materials of<br />

construction, piping arrangements and so on.<br />
