Working Group on Reduction of Discharges and Emissions from Point<br />

Sources<br />

Summary:<br />

The lesal basis of the.work of TC POINT regarding the Convention<br />

text of 1992 (especially Article 6), Annex II (Best Environmental<br />

Practice *BEP and Best Available Technology =BAT) and Annex III<br />

(Criteria and measures concerning the prevention of pollution<br />

from land-based sources) is shown.<br />

The duties of TC POINT which are laid down in the Terms of Reference<br />

and which include, inter alia, the identification of landbased<br />

discharges from point sources, the identification of BEP.<br />

and BAT and the restriction of discharges are discussed.<br />

Important objectives of the Work Programme, inter alia, the ranking<br />

of priorities and the implementation of BEP and BAT are<br />

mentioned.<br />

Finally the existing HELCOM Recommendations concerning TC POINT<br />

are listed and those which are under discussion are introduced.<br />

With HELCOM Recommendation 14/3 ("glass industry") as example the<br />

common structure of HELCOM Recommendations concerning TC POINT is<br />

explained.<br />
