to accept the aims for the six-year plan (BALEX DELTA) as follows:<br />

1991 Denmark - Oil Combattins, offshore installations. If no<br />

offshore installations are present, the exercise includes then:<br />

Special Exercise, Coastal (Oil) (Exercise in real time and<br />

without warning);<br />

1992 USSR - Special Exercise, combined (rescue, salvage<br />

pollution);<br />

1993 Germany - Special Exercise. Aircraft control.<br />

1994 Finland - Oil Combattinq. Ice conditions.<br />

1995 Sweden - Other Harmful Substances. Packaged chemicals.<br />

1996 Poland - Other Harmful Substances. Bulk;<br />

Paragraph 6.7<br />

to accept the procedure for appointing an evaluation team, as<br />

proposed by the Working Group. It was also accepted that the evaluation<br />

team should consist of one member from the country exercised the previous<br />

year, one member from the country which is conducting the forthcoming<br />

exercise and one member from the country conducting the exercise next<br />

year. Poland and the USSR were invited to nominate their members to the<br />

evaluation team for the exercise to be conducted in Denmark in 1991 and<br />

to submit the names of their candidates to Denmark before 30 April 1991;<br />

to postpone the decision on establishing a standard on symbols;<br />

to accept the use of the Bonn Agreement Manual Standard Exercise<br />

Report as a standard report of BALEX DELTA exercises on a trial basis.<br />

./ll The standard report is attached as Annex 11 to this Report;<br />

Paragraph 6.10<br />

to accept the proposed checklist to be used by a Lead Country. The<br />

./12 checklist is attached as Annex 12 to this Report. The Meeting requested<br />

the Secretariat to attach the standard report and checklist to the HELCOM<br />

Manual.<br />

6.13 The Meeting thanked Mr. Preben Stamp for the excellent results<br />

of the Informal Working Group Meeting.<br />

6.14 The Delegation of Denmark offered provisionally to organise a<br />

BALEX DELTA exercise on 2 October 1991 in the Bornholm Area. Combatting<br />

units from Germany, Poland and Sweden are invited to participate in the<br />

exercise.<br />

6.15 The Delegation of Denmark introduced document CC 14/6/l<br />

"Information on the Copenhagen Agreement Exercise on 29-30 May 1990" and<br />

informed that the major outcome of the exercise was the following:<br />

the alarm phase was executed without any faults,<br />

communication during the exercise was running perfectly,<br />

as a new element within the Copenhagen Agreement Exercises a grid<br />

system was established for better control of participating units which<br />

were allocated various grid blocks. The system turned out to work very<br />

well.<br />

6.16 The Committee took note of the information given by Denmark.<br />
