TERMS OF REFERENCE FOR THE TECHNOLOGICAL COMMITTEE (TC)<br />

A. The duties of the Technological Committee (TC) of the Baltic Marine Environment Protection<br />

Commission are:<br />

a><br />

to advise the Commission in discharging its duties under Article 13 of the Helsinki<br />

Convention, especially in respect of matters related to Articles 5, 6, 9, 10 and 16 of the<br />

Convention, and in particular:<br />

0)<br />

to collect and review technological data and knowledge pertinent to the goals of the<br />

Convention and to promote the exchange of information;<br />

(ii) to elaborate and periodically review cooperative control programmes concerning<br />

collection of data on discharges to the Baltic Sea, and to elaborate methods, models<br />

and techniques, taking into account the need for intercalibration and standardization;<br />

(iii) to assess the pollution load to the Baltic Sea from direct and indirect sources;<br />

(iv><br />

to elaborate criteria and standards for the abatement of land-based pollution to the<br />

Baltic Sea, and to elaborate proposals for the Commission as appropriate, taking into<br />

account the state of the marine environment.<br />

b) to invite, when deemed necessary, other Committees of the Commission to consider specific<br />

matters related to their mandates;<br />

c)<br />

to reauest its subsidiary bodies, when deemed necessary, to invite relevant subsidiary bodies<br />

of other Committees to consider specific matters related to their mandates;<br />

d) to advise on any other matter remitted to it by the Commission;<br />

e><br />

to renort to the Commission on its activities and to submit its report to other Committees of<br />

the Commission for information and, as appropriate, for comments,<br />

B. TC may, subject to approval by the Commission, establish sub-groups and temporary groups for<br />

consideration of matters related to its mandate;<br />

C. TC may cooperate, when authorized by the Commission, with competent international bodies in the<br />

field of science and technology related to its mandate;<br />

D. The Technological Secretary of the Commission shall ex officio serve as the Secretary of TC.<br />
