5.2 Some Delegations expressed the opinion that the proposals<br />

presented in document CC 1415 relate to activities of the Environment<br />

Committee, and that the Combatting Committee is not a competent body to<br />

approve them, as the follow-up studies are not operational parts of<br />

combatting operations. Some Delegations, however, supported the approval<br />

of the draft HELCOM Recommendation on follow-up studies and the<br />

guidelines for these studies.<br />

5.3 In the spirit of compromise, the Delegation of Finland submitted<br />

document CC 14/5/Corr.l with amendments to the guidelines for oil spill<br />

follow-up studies.<br />

5.4 The Meeting accented the proposed amendments (CC 14/5/Corr.l)<br />

and adopted the guidelines for oil spill follow-up studies. The guide<br />

lines are attached as Annex 8 to this Report.<br />

5.5 The Meeting requested the Secretariat to distribute the adopted<br />

Guidelines to the Contact Addresses of the Environment Committee well in<br />

advance of HELCOM 12 for their comments before the adoption of the draft<br />

HELCOM Recommendation on follow-up studies in connection with major oil<br />

spills.<br />

5.6 The Meeting approved the draft HELCOM Recommendation on followup<br />

studies in connection with major oil spills and decided to propose<br />

HELCOM 12 to adopt it.<br />

The draft HELCOM Recommendation is attached as<br />

Agenda Item 6 JOINT COMBATTING EXERCISES<br />

6.1 The Chairman of the Informal Working Group on Joint Exercises<br />

in the Baltic Sea, Mr. Preben Stamp of Denmark, reported on the outcome<br />

of the meeting of the Informal Working Group (CC 14/6), held in<br />

Copenhagen on 31 May 1990.<br />

6.2 In his presentation he pointed out proposals made by the<br />

Informal Working Group which require decisions by CC 14.<br />

6.3 He informed that the Group had proposed that the Synthetic<br />

Exercises (BALEX ALPHA) should be introduced in the CC meetings every<br />

second or third year, starting in Sweden 1992.<br />

The Group had also proposed that there is a need to continue with the<br />

Alarm Exercises (BALEX BRAVO) mainly because of newcoming personnel in<br />

the various combatting organisations.<br />

The Group had further proposed that the aim of the Equipment Exercises<br />

(BALEX CHARLIE) should be changed to "an exercise with the specific aim<br />

of technical and/or scientific testing of equipment and techniques or<br />

specific operation procedures" but deleting the overall operational<br />

aspects.<br />

With regard to the Operational Exercises (BALEX DELTA) the Group had<br />

proposed to delete the last sentence in the Manual dealing with<br />

Guidelines and to substitute it by the checklist based on the Bonn<br />

Agreement Manual.<br />

6.4 The Group had proposed also a draft seven-year exercise schedule<br />

(Paragraph 2.2 of document CC 14/6).<br />
