6.5 The Group had formulated also aims and goals in general terms<br />

for exercises and divided them into two major groups (Paragraphs 2.3-2.33<br />

of CC 14/6). Major Group I should consist of exercises in real time and<br />

without warning and exercises with transfrontier pollution. Major Group<br />

II should consist of oil combatting, combatting of other harmful<br />

substances than oil and special exercises.<br />

6.6 The Group had further made a proposal on the aims for the sevenyear<br />

plan BALEX DELTA (Paragraph 2.3.4 of CC 14/6) (cf. Paragraph 6.5 of<br />

this Report). It was the opinion of the Group that CC at its annual<br />

meetings should decide upon further details to be introduced in the<br />

coming yearly exercise, however, without changing the main aim of the<br />

exercise.<br />

6.7 The Group had further proposed that each BALEX DELTA exercise<br />

shall be evaluated by a team of 2-4 experts of which maximum one expert<br />

must be from the Lead Country. The evaluation team should beforehand<br />

comment on the exercise orders as formulated by the Lead Country, give<br />

an oral presentation on the exercise immediately after the exercise has<br />

been completed and submit a written report to the next CC meeting. The<br />

Combatting Committee would appoint the evaluation team for the coming<br />

exercise, based on the curriculum vitaes of the potential evaluation team<br />

members to be submitted to the Secretariat by the Contracting Parties.<br />

6.8 With regard to the evaluation of a system of standards for<br />

symbols, the Group had decided to request CC 14 to clarify this point.<br />

However, it had evaluated as an example some symbols which might be used<br />

for communication when conducting an exercise (Annex IV to CC 14/6).<br />

6.9 The Group had proposed to use the Bonn Agreement Manual Standard<br />

Exercise Report as standard report for Lead Countries after execution of<br />

BALEX DELTA exercises within the Helsinki Convention.<br />

6.10 The Group had proposed also a checklist as prepared by Sweden<br />

and Poland during their planning meeting in Karlskrona for the 1990 BALEX<br />

DELTA exercise (Annex VI to CC 1416).<br />

6.11 The Delegation of Germany stated that due to the unification of<br />

Germany the plan for joint exercises should cover a six-year period.<br />

6.12 With regard to the proposals made by the Informal Working Group<br />

on Joint Exercises in the Baltic Sea, the Meeting decided, in relation<br />

to the following Paragraphs of this Agenda Item:<br />

Paragraph 6.3<br />

to conduct BALEX ALPHA exercise during the 1992 CC meeting in Sweden<br />

with the host country as the Lead Country and to decide accordingly on<br />

further BALEX ALPHA exercises at one of its future meetings after 1992;<br />

to continue with BALEX BRAVO exercises. The Meeting also agreed that<br />

the Contracting Parties can bilaterally and without approval from the CC<br />

execute this type of exercises also with the aim only to test lines of<br />

communication;<br />

to change the aim of BALEX CHARLIE to equipment test exercise;<br />

to delete the last sentence in the Manual dealing with guidelines and<br />

substitute it by the checklist;<br />
