NEGOTIATIONS WITH AUTHORITIES<br />

1. INTRODUCTION<br />

Industrial managers and engineers work within a framework<br />

of economical, technical, legal and social possibilities<br />

and restrictions. Within this framework the environmental<br />

objectives are of growing importance. In aiming at an<br />

optimal environmental protection and a rational use of<br />

natural resources enterprises and authorities have different<br />

roles, responsibilities and means. To meat the objectives<br />

the society and the environment call for they have to<br />

collaborate and to negotiate.<br />

In Finland the environmental legislation is very split.<br />

There are the Water Act (264/61), the Waste Management Act<br />

(673/78), the Air Pollution Control Act (67/82) and the<br />

Chemical Act (744/89) just to mention some acts of central<br />

importance. The water protection is supervised by the<br />

National Board of Waters and Environment and its 13 dist-<br />

ricts. Permits for effluent dicharge or other pollution or<br />

change of a watercourse are given by the Water Court.<br />

Waste management and air pollution control are supervised<br />

by the County Governments and on a local level by the<br />

municipal authorities. Permits are given by the County<br />

Governments. Other authorities with environmental responsi-<br />

bilities are the labour protection authorities, the health<br />

authorities and the technical inspection authorities. In<br />

many countries the environmental legislation is more cohe-<br />
