At the next stage negotiations may be called for to assess<br />

the results of new studies and to make sure that applica-<br />

tion documents are sufficient. At the same time more infor-<br />

mation on details and likely permit conditions might be<br />

exchanged. It should, however, be pointed out that the<br />

enterprise prepares the application documents independently<br />

and that no definite agreements on permit conditions can<br />

be made at this stage. The aim of achieving an understanding<br />

is mainly to speed up the handling of the case.<br />

When a permit is issued the permit conditions might not<br />

satisfy the enterprise or the authorities concerned. At<br />

this stage, the court appealed to might initiate negotiations<br />

between the enterprise and the authority. The aim of the<br />

negotiations is to help the court to find the right solution<br />

and to accelerate the procedure.<br />

2.2 Implementation of permit conditions<br />

There ought to be an understanding between the enterprise<br />

and the supervising authority on the interpretation of the<br />

permit and the permit conditions. There also ought to be<br />

an agreement on the supervision policy. It is therefore<br />

most important to agree upon a monitoring, control and<br />

reporting program, that is documented and approved at a<br />

responsible level.<br />

The effluent and air emission monitoring programs are<br />

mostly carried out by the enterprise itself or by a consul-<br />

tant payed for by the enterprise. The control and reporting<br />

system should also include record-keeping at strategic<br />

processes and plants like wastewater treatment plant, and<br />

reporting on the use of raw materials and chemicals. Since<br />

monitoring is quite expensive it is important to find a<br />

costefficientcontrolprogram. However, it shouldbeunders-<br />

tood that the supervising authorities' need for information<br />

is great. Moreover, it should be pointed out that the super-<br />

vising authority always has the right to make inspections,<br />

take samples, check the diaries, talk to the staff and so<br />
