Madrid Collective Machine. Public space policies and citizen participation in post-crisis urbanism. The "Ordenanza de Cooperación Público-Social de la ciudad de Madrid" (Ordinance of Public-Social Cooperation of the city of Madrid) is a public city ordinance issued by the Madrid City Council of major Manuela Carmena (2015-2019), that governs the rights, duties and responsibilities between public administration and local associations for the co-management of public spaces and buildings. Approved in June 2018, it is also setting a series of new actors and municipal communication protocols that aim to encourage citizen participation in the city planning procedures. The investigation into these new procedures for transforming public spaces is based on two situations. The first, Campo de Cebada, predates this ordinance. When the second, Solar Embajadores 18, is taken in the implementation of this new legislative framework.

L’esprit “révolutionnaire” de cette époque se ressent encore aujourd’hui: rues couvertes
de murales, fêtes de quartier, performances et oeuvres artistiques qui se produisent tous
les jours. Ses habitants sont des enfants, des personnes âgées, des familles, de jeunes,
d’une grande pluralité ethnique et sociale. Un quartier qui dispose par contre d'espaces
publics de taille limitée, malgré ils soient bien distribués sur son territoire. Un quartier qui
présente la plus haute densité de population dans le centre ville (443 habitantes/
hectare 103, presque plus que le double des autres quartiers).
À la fin des années 1980, Lavapiés était un quartier dans lequel vivaient exclusivement
des personnes âgées qui habitaient de vieilles maisons de dimensions modestes
construites autour d'une cour. C'est pour cette raison que l'on a pu parler
de bidonville (chabola) vertical. L'abondance de bâtiments abandonnés et de logements
à faible loyer attira à cette époque puis dans les années 1990 une multitude de jeunes
gens disposant de peu de ressources, et parmi eux de nombreux adeptes du mouvement
