Madrid Collective Machine. Public space policies and citizen participation in post-crisis urbanism. The "Ordenanza de Cooperación Público-Social de la ciudad de Madrid" (Ordinance of Public-Social Cooperation of the city of Madrid) is a public city ordinance issued by the Madrid City Council of major Manuela Carmena (2015-2019), that governs the rights, duties and responsibilities between public administration and local associations for the co-management of public spaces and buildings. Approved in June 2018, it is also setting a series of new actors and municipal communication protocols that aim to encourage citizen participation in the city planning procedures. The investigation into these new procedures for transforming public spaces is based on two situations. The first, Campo de Cebada, predates this ordinance. When the second, Solar Embajadores 18, is taken in the implementation of this new legislative framework.

Les quartiers de La Latina et Lavapiés, espaces communs urbains
Lavapiés se configure comme un ensemble très varié, par typologies d’actions,
d’espaces, d’habitants, qui voit l’interaction de différents acteurs sur un même territoire.
Une situation qui a vu quand même des conflits entre les habitants historiques du
quartier et l’administration, comme dans le cas de la proposition de construire un centre
commercial 115 au lieu de la nouvelle piscine à La Latina. Une caractéristique de ses
vétérans, qui ont toujours gardé un esprit de lutte pour la défense de l’espace public, et
pour les traditions de leur quartier: l’esprit de pueblo, l’esprit de village.
Le quartier comptait en effet sur de petits espaces pour la pratique sportive, comme
celui revendiqué dans le Campo de Cebada. Pour cette raison, en 2016, le conseil
municipal de Madrid a ouvert le lot appartenant à la municipalité et situé au numéro 18
de la rue Embajadores
116. Un lieu qui a été transformé en espace polyvalent destiné aux
activités citoyennes. Depuis lors, il accueille différentes activités culturelles et sportives.
