Blockchain-Strategie der Bundesregierung:
Die politischen Handlungsfelder
/ The German Government’s Blockchain
Strategy: The Political Fields of Action
Der Fachdialog Blockchain ist eine interdisziplinäre Studienreihe,
welche auf der Blockchain-Strategie der Bundesregierung
basiert. Den Auftrag hat das Bundesministerium für Wirtschaft
und Klimaschutz (BMWK) erteilt. Ziel ist die interdisziplinäre
Aufbereitung von ökonomischen, rechtlichen und technischen
Implikationen der Blockchain-Technologie sowie die wissenschaftliche
Beratung des Auftraggebers.
Der Fachdialog Blockchain besteht aus mehreren Modulen und
adressiert zunächst die folgenden Themen: »Token-Ökonomie«,
»Nachhaltigkeit« und »Mittelstand«. Das Fraunhofer IML
hat dabei im Jahr 2021 die ersten beide Module verantwortet.
Das Projektteam besteht darüber hinaus aus Prof. Roman Beck
(Leiter des European Blockchain Centers, Kopenhagen), Prof.
Dagmar Gesmann-Nuissl (TU Chemnitz) und GS1 Germany.
Das Projekt wird von WIK-Consult geleitet.
Die Ergebnisse des Fachdialogs zeigen grundlegende politische
Handlungsbedarfe und -optionen auf: Dabei gilt es insbesondere,
Wissenslücken im Hinblick auf die Blockchain-Technologie
zu schließen, sukzessive Rechtssicherheit auszubauen,
gemeinsam mit Unternehmen neue und sinnvolle Geschäftsmodelle
zu implementieren und zudem das Verständnis für die
Netzwerkökonomie und ein dezentrales Mindset in weiteren
Leuchtturmprojekten zu stärken. Gelingt dies, kann die Blockchain-Technologie
nicht nur zu einer neuen und innovativen
Wertschöpfung in Deutschland und Europa beitragen, sondern
auch zur Steigerung von ökologischer, ökonomischer und
sozialer Nachhaltigkeit.
/ The “Fachdialog Blockchain” (“Expert blockchain dialog”)
is a series of interdisciplinary studies based on the blockchain
strategy of the German federal government. They were
commissioned by the German Federal Ministry for Economic
Affairs and Climate Action (BMWK). The aim is to work out
the economic, legal and technical implications of blockchain
technology using an interdisciplinary approach and to provide
the client with scientific advice.
The “Fachdialog Blockchain” consists of several modules and
is initially addressing the following topics: “token economics”,
“sustainability” and “small and medium-sized enterprises”.
Fraunhofer IML was responsible for overseeing the first two
modules in 2021. The project team also consists of Professor
Roman Beck (Head of the European Blockchain Center,
Copenhagen), Professor Dagmar Gesmann-Nuissl (Chemnitz
University of Technology) and GS1 Germany. The project is led
by WIK-Consult.
The results of the expert dialog are revealing a basic need
for political action and the regarding options. In particular,
it is a question of closing gaps in knowledge of blockchain
technology, gradually establishing legal certainty and working
with companies to implement new and worthwhile business
models, while also increasing a general understanding of the
networking economy and fostering a decentralized mindset
as part of further lighthouse projects. If this can be achieved,
blockchain technology can become more than just a new and
innovative tool for value creation within Germany and the
rest of Europe; rather, it can also help to increase ecological,
economic and social sustainability.
