How to Make Towns and Cities

More Resilient

/ With a view to increasing the resilience of urban living

environments in the face of harmful influences such as climate

change, natural disasters and terrorist attacks, various technologies,

concepts and structures are being developed as part of

the project called “RuLe” (“Resilience of urban living environments”).

The holistic approach encompasses the physical

infrastructure as well as the organizational and data levels.

Seven Fraunhofer Institutes have been collaborating closely on

the project for a period of 11 months.

Recent torrential rain events have once again shown that

resilience comes down to maintaining various infrastructures

and services, and to their ability to function properly. With

this in mind, researchers from Fraunhofer IML identified and

analyzed some typical transport chains for critical goods and

services in urban environments, as well as the related networks

and parties involved. Process descriptions were drawn up with

reference to two selected major catastrophic events, consisting

of a “tunnel fire” scenario in addition to the “torrential rain”

scenario. These descriptions were then used to construct the

equipment for demonstrating the use of sensors and to design

the communication and data structures – which included a

resilience data space to serve as an information hub for the

organizations and parties involved.

The new approaches that have been devised for assessing the

resilience of urban living environments involve the use of resilience

indicators and combining causal networks and probability

theory with logistical analyses of transport routes and technical

infrastructure simulations. In this way, the researchers are

providing a basis for analyzing and assessing the resilience of

urban living environments and for managing and overcoming

crisis situations that occur within this context. These methods

are now being offered as new services by Fraunhofer.
