Coding Policies and Guidelines (Behavioral Health) Adult Non-Residential Crisis Services - Public Program Members Only 11-12 Per the Department of Human Services (DHS), adult nonresidential crisis services for behavioral health diagnoses are a covered service for some Minnesota Health Care Program (Public Programs) members. Eligible providers must be enrolled through DHS. Eligible providers must be enrolled through DHS as Adult Crisis Response Providers. Blue Cross has adopted the same coding changes as outlined below by the Minnesota Department of Human Services. This change is effective for all Minnesota Health Care Programs (MHCP) members. Adult Mental Health Crisis Services Use HCPCS code S9484 to bill for adult mental health crisis services, combining crisis assessment, intervention and nonresidential stabilization. This coding: complies with HIPAA coding requirements creates consistency between adult and children’s crisis service billing eliminates arbitrary distinction between intervention and assessment Do not use HCPCS code H0031 for crisis assessment or H2011 for crisis intervention. The following services may be submitted on an 837P claim format. Enter the actual place of service code (POS); POS may not be 23 (emergency department) for mobile team billing. The changes listed above do not apply to the coverage, coding or authorization thresholds for residential crisis stabilization (H0018) or community intervention (90882). Pricing and Programs Applicability Blue Cross’ usual pricing methodology for Public Programs will apply to these codes.
