Coding Policies and Guidelines (Public Programs)
The following services may be billed by Public Health on a
professional claim (837P). These services are eligible under the
Public Nursing Clinic (PHNC) contract without a referral from the
member’s primary care clinic or a prior authorization from Blue
Plus (these services are found in Chapter 8 of the MHCP manual.
If a service requires a physician’s order and can be billed to
Medicare or other third party payers, those services are not billable
by Public Health.
In addition, Public Health may bill for Enhanced Services for “At-
Risk” Pregnancies, as well as patient education services found in
Chapter 10 of the MHCP manual.
