Coding Policies and Guidelines (Behavioral Health) Policies Policies applicable to the codes on the previous pages: 11-38 Test result interpretation and report preparation are an inherent part of the testing service and are not separately billable. Only one testing code may be billed. Only a licensed psychologist or other licensed health care professional may bill for these psychological and neuropsychological tests. The date of service submitted should be the date the testing is completed, regardless of when the report is completed. Testing, scoring, and interpretation done solely by a computer is not a billable service. There is no specific definition of technician; a technician may be a psychometrist, student or trainee. Testing administered by a technician may be billed if the service is rendered under direct supervision of a qualified practitioner and if submitted under the supervising practitioner’s individual provider number or NPI. Direct supervision definition: The physician/qualified practitioner must be present in the same office (although not necessarily in the same room as the non-physician/qualified practitioner) and must be immediately available to assist and direct throughout the performance of the service. Clinical Supervision Under Minnesota Rule Part 9505.0371 - MHCP Members Only Coding Policies and Guidelines (Behavioral Health) Blue Cross requires clinical supervision to comply with Minnesota Rule part 9505.0371 which was adopted and implemented on June 28, 2011. Refer to the Minnesota Department of Human Services (DHS) Bulletin #11-53-03 for requirements related to clinical supervision. The Rule addresses standards in the following areas: Eligibility of a supervisor Eligibility of a supervisee Individual and group supervision Clinical supervision plan for each person under supervision Documentation of a supervision session When clinical supervision documentation is required in a client’s chart Blue Cross will continue to allow clinical supervision that meets the requirement of the new Rule to be done in the following clinic settings: Rule 29 Licensed Clinics Community Mental Health Centers Behavioral Health Clinics as defined by Blue Cross Mental Health Designated Essential Community Providers Multi-specialty Clinics Blue Cross and Blue Shield of Minnesota Provider Policy and Procedure Manual 06/19/12 11-39
