pathways have subjected them <strong>to</strong> double jeopardy. Moni<strong>to</strong>r<strong>in</strong>g needs<br />

<strong>to</strong> take account of such <strong>in</strong>tersectionality.<br />

7.5.5 Agents<br />

There is a lack of <strong>in</strong>formation about who has agents <strong>in</strong> the film sec<strong>to</strong>r<br />

and whether certa<strong>in</strong> groups are under represented <strong>in</strong> agents’ books.<br />

7.5.6 Moni<strong>to</strong>r<strong>in</strong>g<br />

Groups <strong>in</strong> the film sec<strong>to</strong>r are not consistently moni<strong>to</strong>red across the<br />

country and with<strong>in</strong> regions. Equality legislation stresses that<br />

organisations should positively promote racial and gender equality.<br />

Thus ethnic moni<strong>to</strong>r<strong>in</strong>g as part of benchmark<strong>in</strong>g and impact<br />

assessments has become <strong>in</strong>tegral <strong>to</strong> delivery of equality <strong>in</strong> public<br />

sec<strong>to</strong>r organisations. However ‘moni<strong>to</strong>r<strong>in</strong>g’ is not new. For example, it<br />

has been suggested as a basis for tackl<strong>in</strong>g ‘race’ and gender <strong>in</strong>equality<br />

for at least the last 20 years yet many organisations have failed <strong>to</strong> take<br />

moni<strong>to</strong>r<strong>in</strong>g on board. It may be because it stresses measur<strong>in</strong>g<br />

outcomes and fails <strong>to</strong> aid th<strong>in</strong>k<strong>in</strong>g about the means.<br />

An Audit Commission report found black and ethnic m<strong>in</strong>ority staff <strong>in</strong> the<br />

public sec<strong>to</strong>r felt ‘ethnic moni<strong>to</strong>r<strong>in</strong>g’ was a tick-box exercise and were<br />

suspicious of it (Audit Commission, 2003). This is s<strong>in</strong>gularly depress<strong>in</strong>g<br />

when the very people whom policies are designed <strong>to</strong> help do not wholly<br />

accept this idea as a key tactic <strong>in</strong> change. Given many decision makers’<br />
