3.4.9 Commission<strong>in</strong>g and ‘ghet<strong>to</strong>isation’<br />

A big barrier <strong>in</strong> the film sec<strong>to</strong>r concerns the decision-mak<strong>in</strong>g process<br />

<strong>in</strong> fund<strong>in</strong>g or <strong>in</strong> provid<strong>in</strong>g f<strong>in</strong>ance for aspects of filmmak<strong>in</strong>g. The<br />

commission<strong>in</strong>g process is criticised as be<strong>in</strong>g slow, conservative and<br />

closed (IES 2004). Funders and commissioners are risk-averse<br />

regard<strong>in</strong>g new talent and are culturally bound as <strong>to</strong> what may be a<br />

commercial product. Certa<strong>in</strong>ly MEL companies felt there was a lack of<br />

clarity and openness <strong>in</strong> decision-mak<strong>in</strong>g, with respondents identify<strong>in</strong>g<br />

a lack of dialogue about their projects and the <strong>in</strong>accessibility of<br />

decision makers (IES 2004). Respondents felt pigeon-holed <strong>in</strong><strong>to</strong><br />

mak<strong>in</strong>g films for m<strong>in</strong>ority ethnic audiences <strong>in</strong>volv<strong>in</strong>g m<strong>in</strong>ority writers<br />

and ac<strong>to</strong>rs, so that they felt ghet<strong>to</strong>ised. They felt the sec<strong>to</strong>r and the<br />

market were dom<strong>in</strong>ated by well-known big companies. MEL companies<br />

felt excluded from networks and suffered from a lack of contacts.<br />

However, respondents also said that commissioners were averse <strong>to</strong><br />

tak<strong>in</strong>g risks with new writers. Commissioners’ perceptions may also<br />

ghet<strong>to</strong>ise women, with respondents report<strong>in</strong>g that commissioners<br />

believe that women do not write s<strong>to</strong>ries that sell, mak<strong>in</strong>g women feel<br />

disadvantaged (IES 2006).<br />

3.4.10 A Hollywood agent?<br />

Writers are attracted <strong>to</strong> Hollywood because of the availability of work<br />

and more realistic fees, and many have a Hollywood agent. A survey<br />

<strong>in</strong><strong>to</strong> how screenwriters were hired for jobs <strong>in</strong> the years 2004 and 2005<br />
