In the 1990s, discourse about ‘equality of opportunity’ shifted from<br />

recruitment. Policies were devised on career progression and<br />

promotion of m<strong>in</strong>orities. There is now a greater use of ‘competence’<br />

frameworks and systematic appraisals. The emphasis on<br />

‘competencies’ does not necessarily mean a ‘pure’ objectivity has been<br />

created. A greater emphasis on self-motivation and self-development<br />

<strong>in</strong> careers may mask societal and organisational obstacles <strong>to</strong> access<br />

equal opportunity.<br />

2.5.2 Disability discrim<strong>in</strong>ation laws<br />

The Disability Discrim<strong>in</strong>ation Act (DDA) 1995 aims <strong>to</strong> end the<br />

discrim<strong>in</strong>ation that many disabled people face. This Act gives disabled<br />

people rights <strong>in</strong> the areas of employment, education, access <strong>to</strong> goods,<br />

facilities and services , and buy<strong>in</strong>g or rent<strong>in</strong>g land or property. The Act<br />

also allows the government <strong>to</strong> set m<strong>in</strong>imum standards so that disabled<br />

people can use public transport easily. Furthermore the new Disability<br />

Equality Duty (<strong>in</strong>troduced <strong>in</strong> 2006) is designed <strong>to</strong> ensure that public<br />

bodies must pay ‘due regard’ when contemplat<strong>in</strong>g disabled people’s<br />

position <strong>in</strong> the workplace, whether that be basic equality or<br />

consideration for promotion. It is argued that this disability duty will<br />

go further <strong>in</strong> that certa<strong>in</strong> public bodies will be required <strong>to</strong> actively<br />

promote equality of opportunity for disabled <strong>in</strong>dividuals<br />
