‘reasonable adjustments’ <strong>to</strong> give access <strong>to</strong> people with disabilities.<br />

2.5.3 New legislation on gender, sexual orientation and age<br />

A new regulation on gender, which came <strong>in</strong><strong>to</strong> force <strong>in</strong> April 20<strong>07</strong>,<br />

requires public authorities <strong>to</strong> promote gender equality and elim<strong>in</strong>ate<br />

sex discrim<strong>in</strong>ation. Instead of depend<strong>in</strong>g on <strong>in</strong>dividuals mak<strong>in</strong>g<br />

compla<strong>in</strong>ts about sexual discrim<strong>in</strong>ation, the duty places legal<br />

responsibility on public authorities <strong>to</strong> treat women and men fairly. This<br />

legislation mimics the Race Relations Amendment Act 2000, which<br />

requires public authorities <strong>to</strong> do the same for m<strong>in</strong>ority ethnic groups.<br />

The sexual orientation regulations which came <strong>in</strong><strong>to</strong> force at the end of<br />

April 20<strong>07</strong>, provide <strong>in</strong>creased protection from discrim<strong>in</strong>ation for<br />

lesbian, gay and bisexual people <strong>in</strong> relation <strong>to</strong> goods and services. The<br />

regulations are applicable <strong>to</strong> a wide range of activities. For <strong>in</strong>stance it<br />

would be unlawful <strong>to</strong> refuse admission <strong>to</strong> a bar or refuse membership<br />

of a sports club on the grounds of sexual orientation.<br />

A new law <strong>–</strong> The Employment Equality (Age) Regulations 2006 <strong>–</strong> came<br />

<strong>in</strong><strong>to</strong> force <strong>in</strong> England, Wales and Scotland <strong>in</strong> Oc<strong>to</strong>ber 2006 (similar<br />

legislation was <strong>in</strong> force <strong>in</strong> Northern Ireland from the same date). The<br />

regulations provide protection aga<strong>in</strong>st age discrim<strong>in</strong>ation <strong>in</strong><br />

employment, tra<strong>in</strong><strong>in</strong>g and education, for people of all ages. This<br />

<strong>in</strong>cludes adult learn<strong>in</strong>g, further education, higher education such as<br />
