See<strong>in</strong>g implementation through is vitally important because research<br />

shows diversity policies are generally abundant but implementation is<br />

poor. By the early 1990s, almost two decades s<strong>in</strong>ce the key pieces of<br />

anti-discrim<strong>in</strong>ation legislation were passed, <strong>in</strong>corporation of their spirit<br />

<strong>in</strong><strong>to</strong> organisational practice was regarded as both tentative and<br />

marg<strong>in</strong>al (Bhavnani 1994; Braham Rattansi and Skell<strong>in</strong>g<strong>to</strong>n 1992;<br />

Cockburn 1991). Organisations <strong>in</strong>troduced these policies <strong>in</strong> piecemeal<br />

terms and there were great discrepancies <strong>in</strong> the implementation of<br />

these policies by organisations. More recently, the report from the<br />

Office for the Deputy Prime M<strong>in</strong>ister exam<strong>in</strong><strong>in</strong>g the effects of the Race<br />

Relations Act 2000 <strong>in</strong> the public sec<strong>to</strong>r, found that almost 30 years<br />

after the 1976 Act, local Councils rema<strong>in</strong>ed unsure how <strong>to</strong> <strong>in</strong>tegrate<br />

equality and diversity <strong>in</strong><strong>to</strong> service delivery (ODPM 2003).<br />

It appears as if organisations need <strong>to</strong> see clear reasons why they are<br />

be<strong>in</strong>g asked <strong>to</strong> implement diversity policies. They need committed<br />

leadership and active steps outl<strong>in</strong>ed for them <strong>to</strong> achieve their<br />

objectives on diversity, <strong>in</strong>clud<strong>in</strong>g an understand<strong>in</strong>g of equality law,<br />

moni<strong>to</strong>r<strong>in</strong>g and consultation, plann<strong>in</strong>g a strategic approach and<br />

build<strong>in</strong>g a case for implement<strong>in</strong>g diversity (Watson 2001).<br />
