as the key <strong>in</strong>tervention <strong>in</strong> diversity emphasises the ‘colour’ of<br />

<strong>in</strong>dividuals, for example, and does not see them as filmmakers who<br />

happen <strong>to</strong> be black. It encourages ghet<strong>to</strong>isation. The diversity schemes<br />

<strong>in</strong>troduced by visual arts organisations come <strong>to</strong> be viewed as ‘second<br />

rate’ and separate, and do not help m<strong>in</strong>ority ethnic people <strong>to</strong> enter the<br />

ma<strong>in</strong>stream as equals but <strong>in</strong>stead keep them at the marg<strong>in</strong>s (Dyer<br />

20<strong>07</strong>).<br />

Key arguments need <strong>to</strong> be set out as <strong>to</strong> why an <strong>in</strong>itiative is critical and<br />

<strong>in</strong>volv<strong>in</strong>g all staff <strong>in</strong> the organisation/s <strong>in</strong>volved will be important for<br />

its success. There may be important decisions <strong>to</strong> be made <strong>in</strong> widen<strong>in</strong>g<br />

access <strong>to</strong> certa<strong>in</strong> <strong>in</strong>itiatives for all staff, but ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g a ‘quota’ of<br />

participants from under-represented groups. There may also be a<br />

need <strong>to</strong> launch <strong>in</strong>itiatives for all differ<strong>in</strong>g groups simultaneously,<br />

depend<strong>in</strong>g on the best strategic plan for their needs.<br />

In the USA, four positive action <strong>in</strong>itiatives aimed at black and m<strong>in</strong>ority<br />

Americans were discussed <strong>in</strong> a recent article. The National Black<br />

Programm<strong>in</strong>g Consortium (NBPC) was set up <strong>in</strong> 1979 <strong>in</strong> response <strong>to</strong> a<br />

lack of black programm<strong>in</strong>g <strong>in</strong> public service broadcast<strong>in</strong>g and is<br />

funded by the Corporation of Public Broadcast<strong>in</strong>g. The Consortium<br />

funds 80% documentaries and 20% narrative films, though the latter<br />

are unfortunately not always aired. Several films have been shown at<br />

festivals and won prizes. The NBPC has been criticised for fund<strong>in</strong>g<br />

experienced producers, but NBPC says it is will<strong>in</strong>g <strong>to</strong> take chances on<br />
