C. The <strong>Town</strong> Council may waive or reduce setback requirements for monopoles located on<br />

electric substation sites, subject to the following conditions:<br />

1. Upon placement <strong>of</strong> a monopole on an electric substation site it shall be considered<br />

an industrial use and regardless <strong>of</strong> the underlying zoning the electric substation site<br />

shall meet the landscaping requirements <strong>of</strong> the ULDC Sections 11.11 C. and 11.11<br />

D. 1., except the wall construction requirement thereunder shall be omitted and<br />

replaced with an additional landscaping requirement that three (3) shrubs or vines<br />

with a minimum size <strong>of</strong> five (5) gallons shall be planted per tree on such site, and<br />

the site shall meet maintenance standards <strong>of</strong> the ULDC Section 11.11 G. The costs<br />

<strong>of</strong> such improvements and maintenance shall not be charged against any municipal<br />

aesthetics program funding granted to the <strong>Town</strong> for improvement purposes. If the<br />

monopole is removed from the site, the requirements set forth herein will<br />

automatically cease.<br />

2. Monopoles are setback from adjacent residential properties to the maximum extent<br />

feasible.<br />

D. WCF antennae mounted on existing structures are exempt from setback requirements.<br />

E. Any equipment cabinet or building shall comply with the required setbacks for buildings<br />

<strong>of</strong> the zoning district in which it is located.<br />

8.44 Screening/aesthetics.<br />

A. Building-mounted WCFs shall be screened from residential views and public rights <strong>of</strong>-way<br />

in a manner architecturally compatible with the building.<br />

B. WCFs mounted on an existing structure shall be camouflaged from residential views and<br />

public rights-<strong>of</strong>-way in a manner architecturally compatible with the structure.<br />

C. The design, screening or camouflaging, and location <strong>of</strong> WCFs mounted on an alternative<br />

tower structure shall be subject to review and approval by the Planning Director.<br />

D. All WCFs, including all components there<strong>of</strong>, shall be painted when this would serve the<br />

purposes <strong>of</strong> architectural compatibility or camouflage. The Planning Director shall<br />

approve the paint colors, which must be non-reflective.<br />

E. Artificial lighting <strong>of</strong> a WCF, including its components, is prohibited, unless required by the<br />

Federal Aviation Administration. A motion-sensor light may be used for security<br />

purposes, if the beam is directed downwards, shielded from adjacent properties and kept<br />

<strong>of</strong>f when personnel are present at night.<br />

F. The design, screening, camouflaging, or landscaping <strong>of</strong> WCFs located in the Heritage<br />

District Redevelopment Area ("Heritage District") will be reviewed by the Redevelopment<br />

Commission and must be consistent with the <strong>Gilbert</strong> Redevelopment Plan.<br />
