LANDSCAPE AND OPEN SPACE CRITERIA 11.34<br />

e. Annuals and vines: Annuals or vines shall be used to enhance the landscape with<br />

strong swaths or splashes <strong>of</strong> color at entrances, along walls and walkways, and<br />

with flower beds.<br />

B. Determining appropriate landscape materials. To determine appropriate materials to be<br />

used within arterial rights-<strong>of</strong>-way for any project:<br />

1. Locate the project on the Street Theme District Map to determine which "Street<br />

Theme District" the project is in.<br />

2. See appropriate "Street Theme District Plant Palette" in Appendix C to determine<br />

the plant palette which may be used within the arterial right-<strong>of</strong>-way adjacent to the<br />

project.<br />

C. Substitution <strong>of</strong> plant materials. Alternate plants can be substituted for those listed for any<br />

given are to the following extent:<br />

1. Theme trees may not be substituted.<br />

2. In no case shall a theme tree from another "Street Theme District" be used in any<br />

manner that would detract from the dominance <strong>of</strong> the theme <strong>of</strong> the area.<br />

3. Secondary trees may not be substituted.<br />

4. Shrubs and ground covers assigned to the district shall make up a minimum <strong>of</strong> fifty<br />

(50) percent <strong>of</strong> the shrubs and ground cover plant palette <strong>of</strong> the project. Other<br />

shrubs and ground covers that complement the seasonal color <strong>of</strong> the assignment<br />

plants and are contained within the list <strong>of</strong> plant materials adopted by the Arizona<br />

Department <strong>of</strong> Water Resources may be used.<br />

5.All planting within rights-<strong>of</strong>-way must conform to the Arizona Department <strong>of</strong> Water Resources<br />

Management Plan for the Phoenix AMA. (See Appendix C.) Plants which are not on this list<br />

cannot be used in the right-<strong>of</strong>-way or medians. (Ord. No. 1051, § I, 7-29-97)<br />

11.34 Intensity <strong>of</strong> landscape materials.<br />

The minimum quantity and distribution <strong>of</strong> each plant type required for the landscaped area<br />

shall be as follows:<br />

A. Quantity.<br />

One (1) tree and three (3) shrubs per twenty (20) feet <strong>of</strong> linear frontage. A minimum<br />

<strong>of</strong> twenty-five (25) percent <strong>of</strong> all frontage landscape shall be covered with vegetative or<br />

organic ground cover from the district palette.<br />

B. Distribution.<br />

1. Theme trees-Fifty (50) percent <strong>of</strong> total number <strong>of</strong> trees required.<br />

2. Secondary trees-Thirty (30) percent <strong>of</strong> total number <strong>of</strong> trees required.<br />

3. Accent trees-'I\venty (20) percent <strong>of</strong> total number <strong>of</strong> trees required (Minimum one<br />

(1) per site).<br />
