ZONES (DISTRICT CLASSIFICATIONS)<br />

c. The anticipated range <strong>of</strong> employment in the entire development and in each<br />

major section there<strong>of</strong>.<br />

4. Public facilities and open space, institutional, recreational, or other public or quasi-public<br />

development:<br />

a. General types <strong>of</strong> uses proposed in the entire development and each major<br />

section there<strong>of</strong>.<br />

b. Significant applicable information with respect to enrollment, attendance,<br />

or other social or economic characteristics <strong>of</strong> development.<br />

c. Parks and recreation facilities that are in proportion to the size and<br />

characteristics population to be served.<br />

D. Findings required. Before approval <strong>of</strong> an application for a proposed PAD District, the Planning<br />

and Zoning Commission and the <strong>Town</strong> Council shall find that:<br />

1. The proposed development is in substantial harmony with the <strong>Town</strong> <strong>of</strong> <strong>Gilbert</strong><br />

General Plan, and can be coordinated with existing and planned development <strong>of</strong><br />

surrounding areas.<br />

2. The streets and thoroughfares proposed are suitable and adequate to serve the<br />

proposed uses and the anticipated traffic which will be generated thereby.<br />

3. The facts (studies, reports, feasibility studies, or assessments) submitted with the<br />

application, appropriate written acknowledgment from the school district, the <strong>Gilbert</strong><br />

Parks and Recreation Board and any other responsible agency, and presented at the<br />

hearing establish:<br />

a. Neighborhood meeting input has been sought prior to public hearings, in<br />

accord with Section 7.14.<br />

b. Proposed residential developments will constitute a living environment <strong>of</strong><br />

sustained desirability and stability; that it will be in harmony with the<br />

character <strong>of</strong> the surrounding area; and that the sites proposed for public<br />

facilities, such as schools, playgrounds, and parks, are adequate to serve the<br />

anticipated population.<br />

c. Proposed industrial or research uses will be appropriate in area, location<br />

and overall planning to the purpose intended; and that the design and<br />

development standards are such as to create an employment environment <strong>of</strong><br />

sustained desirability and stability.<br />

d. Proposed commercial, institutional, recreational and other non-residential<br />

uses will be appropriate in area, location and overall planning to the<br />

purpose intended; and that such development will be in harmony with the<br />

character <strong>of</strong> the surrounding areas ..<br />

4. All conditions agreed to by the applicant which are not included in the written<br />

documentation required under Subsections Band C <strong>of</strong> this Section; and all<br />

modifications, added requirements or exceptions which are allowed or required by<br />

the <strong>Town</strong> Council shall become a part <strong>of</strong> the approved <strong>Development</strong> Plan, as<br />

provided in Article X, a copy <strong>of</strong> which shall be kept on file by the <strong>Gilbert</strong> Planning<br />
