3.27 Non-Conforming Signs<br />

Non-conforming signs may receive reasonable repairs and alteration to the face, color, letters, and<br />

frame <strong>of</strong> such signs. Nevertheless, if a non-conforming sign remains with or without copy, which no<br />

longer advertises a current use for a period <strong>of</strong> ninety (90) days, it shall be presumed abandoned,<br />

and shall be subject to removal by owner or responsible party after sufficient propertyoVll1cr<br />

notice, unless the property or business owner establishes facts sufficient to rebut the presumption <strong>of</strong><br />

abandonment. Additionally, if a non-conforming sign is changed structurally; or is damaged by fire,<br />

lack <strong>of</strong> maintenance, or other causes, to the extent <strong>of</strong> more than fifty· percent (50%,) <strong>of</strong> its<br />

reproduction value; or is temporarily or permanently removed by any means, including" an act <strong>of</strong><br />

God", then such sign shall be rebuilt or repaired only in conformity with the provisions <strong>of</strong> this Article,<br />

In the event <strong>of</strong> a change or modification to the property that results in new or additional signage, all<br />

non-conforming signs shall be removed or rebuilt in conformity with the provisions <strong>of</strong> this Article.<br />

Nothing herein shall prevent the replacement <strong>of</strong> sign faces on a non-conforming sign. Nothing herein shall<br />

require that existing signage which does not conform to the restrictions on cabinet signs or raceways be<br />

brought into conformance where it is demonstrated, to the Zoning Administrator, that the type <strong>of</strong><br />

signage currently required by this ordinance is not structurally<br />

feasible.<br />

3.28 Special Districts<br />

Special districts, as established by the General Plan, or a specific plan, or by ordinance now or in the<br />

future, may have specific requirements applicable to such districts, which are different from those, set forth<br />

in this Article. Such specific requirements shall apply to all signs in such special districts. If the special<br />

district does not have specific requirements, the requirements <strong>of</strong> the general district outlined in this<br />

Article shall apply.<br />

3.29 No Discrimination Against Non-commercial Signs<br />

Any permitted sign may contain a non-commercial message.<br />

3.3 Sign Criteria<br />

3.31 Design <strong>of</strong> Signs<br />

All signs shall be fully integrated with the design <strong>of</strong> the building and the site development, reflecting the<br />

architectural style, building materials and colors, and landscape elements <strong>of</strong> the project. Signs shall consist <strong>of</strong><br />

durable materials resistant to the local elements and ambiance.<br />

A sign program shall be required for all projects and sites consisting <strong>of</strong> multi- tenant or multi- use<br />

buildings, or complexes with multiple buildings. The purpose for such program is to provide design<br />

compatibility for all signs and to integrate the signs with the architectural features <strong>of</strong> the building(s)<br />

being signed. The sign program shall set forth a set <strong>of</strong> design standards, including, but not limited to,<br />

sign types, sign placement, size, fee standing sign design (including colors and textures for the sign<br />

structure), materials, textures and lighting methods.<br />

The means <strong>of</strong> integrating freestanding signs with the architecture <strong>of</strong> the building shall be achieved<br />

through replication <strong>of</strong> architectural features, colors, building materials, texture, and<br />
