received, <strong>on</strong> 5 November 2012, <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g>fice <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> associati<strong>on</strong> Counselling Services<br />
Unit (CSU) in Harare was raided by police. The police reportedly arrested five<br />
employees <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> CSU, including Messrs. Fidelis Mudimu, Zachariah Godi, James<br />
Zidzimu, Tafadzwa Gesa and Penn Bruno. On 7 November 2012, three <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>m<br />
were reportedly transported by <str<strong>on</strong>g>the</str<strong>on</strong>g> police to Bulawayo. On 8 November 2012, <str<strong>on</strong>g>the</str<strong>on</strong>g>y<br />
were charged with causing malicious damage to property and were subsequently<br />
released <strong>on</strong> bail.<br />
Alleged cancellati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a play read and book launch at <str<strong>on</strong>g>the</str<strong>on</strong>g> Substati<strong>on</strong> Theatre that<br />
was scheduled to take place <strong>on</strong> 26 August 2012. According to informati<strong>on</strong><br />
received, <str<strong>on</strong>g>the</str<strong>on</strong>g> Substati<strong>on</strong> Theatre informed <str<strong>on</strong>g>the</str<strong>on</strong>g> organizers <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> event that <str<strong>on</strong>g>the</str<strong>on</strong>g>re<br />
had been queries by representatives <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Nati<strong>on</strong>al Arts Council (NAC) and <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
Internal Security Department (ISD) and pressures to cancel <str<strong>on</strong>g>the</str<strong>on</strong>g> event. The exact<br />
reas<strong>on</strong>s for <str<strong>on</strong>g>the</str<strong>on</strong>g> cancellati<strong>on</strong> have not been communicated to <str<strong>on</strong>g>the</str<strong>on</strong>g> organizers <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
event. It is also alleged that <str<strong>on</strong>g>the</str<strong>on</strong>g> play originally commissi<strong>on</strong>ed for a festival in 2013<br />
has now been taken <str<strong>on</strong>g>of</str<strong>on</strong>g>f <str<strong>on</strong>g>the</str<strong>on</strong>g> programme, based <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> advice <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Nati<strong>on</strong>al Arts<br />
Council<br />
Allégati<strong>on</strong>s de restricti<strong>on</strong>s illégitimes à la liberté d‘associati<strong>on</strong>. Sel<strong>on</strong> les<br />
informati<strong>on</strong>s reçues, le 9 août 2012, l‘Associati<strong>on</strong> nati<strong>on</strong>ale de lutte c<strong>on</strong>tre la<br />
corrupti<strong>on</strong> (ANLC), a déposé un dossier de demande d‘agrément auprès du bureau<br />
des associati<strong>on</strong>s du Ministère de l‘Intérieur. Par une lettre datée du 9 octobre 2012,<br />
les autorités c<strong>on</strong>cernées auraient informé les représentants de l‘associati<strong>on</strong> de leur<br />
refus de délivrer le récépissé d‘enregistrement à l‘associati<strong>on</strong>. Cette lettre ne serait<br />
pas assortie de motifs justifiant la décisi<strong>on</strong> de refus, et ce en c<strong>on</strong>tradicti<strong>on</strong> avec les<br />
dispositi<strong>on</strong>s légales. A cet égard, il est rapporté que diverses dispositi<strong>on</strong>s de la loi<br />
sur les associati<strong>on</strong>s 12-06 du 12 janvier 2012 permettraient de restreindre<br />
indûment la liberté d‘associati<strong>on</strong>.<br />
