Introducti<strong>on</strong> 1. Special procedures are mandated by <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>Human</strong> <strong>Rights</strong> Council to report to it <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir activities (see Appendix). 2. In 2009, <str<strong>on</strong>g>the</str<strong>on</strong>g> sixteenth annual meeting <str<strong>on</strong>g>of</str<strong>on</strong>g> special procedures mandate holders decided that a joint communicati<strong>on</strong>s report would be prepared (cf. A/<str<strong>on</strong>g>HRC</str<strong>on</strong>g>/12/47, para 24-26), with this decisi<strong>on</strong> being rec<strong>on</strong>firmed by <str<strong>on</strong>g>the</str<strong>on</strong>g> seventeenth annual meeting <str<strong>on</strong>g>of</str<strong>on</strong>g> special procedures in 2010 in order to avoid duplicati<strong>on</strong>, rati<strong>on</strong>alize documentati<strong>on</strong>s, allow examinati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> cross cutting issues and ensure that <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>tent <str<strong>on</strong>g>of</str<strong>on</strong>g> communicati<strong>on</strong>s and any follow-up would feed into <str<strong>on</strong>g>the</str<strong>on</strong>g> universal periodic review mechanism more effectively. Mandate holders decided that <str<strong>on</strong>g>the</str<strong>on</strong>g> report should c<strong>on</strong>tain summaries <str<strong>on</strong>g>of</str<strong>on</strong>g> communicati<strong>on</strong>s, and statistical informati<strong>on</strong> (A/<str<strong>on</strong>g>HRC</str<strong>on</strong>g>/15/44, para. 26-27). 3. The Outcome <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> review <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> work and functi<strong>on</strong>ing <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>Human</strong> <strong>Rights</strong> Council calls <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Office</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>High</str<strong>on</strong>g> <str<strong>on</strong>g>Commissi<strong>on</strong>er</str<strong>on</strong>g> for <strong>Human</strong> <strong>Rights</strong> to maintain informati<strong>on</strong> <strong>on</strong> special procedures in a comprehensive and easily accessible manner, and encourages <str<strong>on</strong>g>the</str<strong>on</strong>g> use <str<strong>on</strong>g>of</str<strong>on</strong>g> modern informati<strong>on</strong> technology to reduce <str<strong>on</strong>g>the</str<strong>on</strong>g> circulati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> paper (A/<str<strong>on</strong>g>HRC</str<strong>on</strong>g>/RES/16/21, Annex, para. 29 and 60). 4. Short summaries <str<strong>on</strong>g>of</str<strong>on</strong>g> allegati<strong>on</strong>s communicated to <str<strong>on</strong>g>the</str<strong>on</strong>g> respective State or o<str<strong>on</strong>g>the</str<strong>on</strong>g>r entity are included in <str<strong>on</strong>g>the</str<strong>on</strong>g> report, and <str<strong>on</strong>g>the</str<strong>on</strong>g> communicati<strong>on</strong>s sent and resp<strong>on</strong>ses received are accessible electr<strong>on</strong>ically through hyperlinks. Communicati<strong>on</strong>s are reproduced in <str<strong>on</strong>g>the</str<strong>on</strong>g> language in which <str<strong>on</strong>g>the</str<strong>on</strong>g>y were sent. Replies received in Arabic, Chinese or Russian are included with translati<strong>on</strong>s into English, where available. 5. This report covers all urgent appeals, letters <str<strong>on</strong>g>of</str<strong>on</strong>g> allegati<strong>on</strong>s and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r letters sent by special procedures mandate holders between 1 December 2012 and 28 February 2013 and all replies received between 1 February 2013 and 30 April 2013. Communicati<strong>on</strong>s sent before 1 December 2012 are reported in A/<str<strong>on</strong>g>HRC</str<strong>on</strong>g>/22/67, A/<str<strong>on</strong>g>HRC</str<strong>on</strong>g>/22/67 corr.1 and corr.2, A/<str<strong>on</strong>g>HRC</str<strong>on</strong>g>/21/49, A/<str<strong>on</strong>g>HRC</str<strong>on</strong>g>/20/30, A/<str<strong>on</strong>g>HRC</str<strong>on</strong>g>/19/44 and A/<str<strong>on</strong>g>HRC</str<strong>on</strong>g>/18/<str<strong>on</strong>g>51</str<strong>on</strong>g> respectively. 6. The report also includes replies received between 1 February 2013 and 30 April 2013, relating to communicati<strong>on</strong>s sent by special procedures mandate holders before 1 December 2012. Some <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>se replies supplement informati<strong>on</strong> communicated earlier by <str<strong>on</strong>g>the</str<strong>on</strong>g> respective State. 7. The report c<strong>on</strong>tains some replies that were received before 1 February 2013, but were inadvertently omitted in <str<strong>on</strong>g>the</str<strong>on</strong>g> previous report due to technical errors. 8. The present report c<strong>on</strong>tains urgent appeals sent by <str<strong>on</strong>g>the</str<strong>on</strong>g> Working Group <strong>on</strong> Arbitrary Detenti<strong>on</strong> and <str<strong>on</strong>g>the</str<strong>on</strong>g> Working Group <strong>on</strong> Enforced or Involuntary Disappearances and joint urgent appeals sent by <str<strong>on</strong>g>the</str<strong>on</strong>g>m toge<str<strong>on</strong>g>the</str<strong>on</strong>g>r with o<str<strong>on</strong>g>the</str<strong>on</strong>g>r mandates. It does not c<strong>on</strong>tain o<str<strong>on</strong>g>the</str<strong>on</strong>g>r types <str<strong>on</strong>g>of</str<strong>on</strong>g> communicati<strong>on</strong>s issued by <str<strong>on</strong>g>the</str<strong>on</strong>g>se mandates, which are processed according to <str<strong>on</strong>g>the</str<strong>on</strong>g>ir own distinctive procedures, and are reported in <str<strong>on</strong>g>the</str<strong>on</strong>g> annual reports <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>se two working groups. 9. The names <str<strong>on</strong>g>of</str<strong>on</strong>g> some alleged victims have been obscured in order to protect <str<strong>on</strong>g>the</str<strong>on</strong>g>ir privacy and prevent fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r victimizati<strong>on</strong>. Names <str<strong>on</strong>g>of</str<strong>on</strong>g> victims who would o<str<strong>on</strong>g>the</str<strong>on</strong>g>rwise have <str<strong>on</strong>g>the</str<strong>on</strong>g>ir identities protected are menti<strong>on</strong>ed <strong>on</strong>ly when <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>cerned individual has expressly c<strong>on</strong>sented or requested to have his or her name in <str<strong>on</strong>g>the</str<strong>on</strong>g> public report. In <str<strong>on</strong>g>the</str<strong>on</strong>g> original communicati<strong>on</strong>s, <str<strong>on</strong>g>the</str<strong>on</strong>g> full names <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> alleged victims were provided to <str<strong>on</strong>g>the</str<strong>on</strong>g> Government c<strong>on</strong>cerned. Names <str<strong>on</strong>g>of</str<strong>on</strong>g> alleged perpetrators have systematically been darkened in State replies to preserve <str<strong>on</strong>g>the</str<strong>on</strong>g> presumpti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> innocence. 6

In preparing <str<strong>on</strong>g>the</str<strong>on</strong>g> statistics included in this report, uniform reporting periods have been used, reflecting all communicati<strong>on</strong>s sent between 1 December 2012 and 28 February 2013, and resp<strong>on</strong>ses received in relati<strong>on</strong> to <str<strong>on</strong>g>the</str<strong>on</strong>g>se communicati<strong>on</strong>s up to 30 April 2013. 7
