<str<strong>on</strong>g>the</str<strong>on</strong>g> informati<strong>on</strong> received, <strong>on</strong> 24 December 2012, <str<strong>on</strong>g>the</str<strong>on</strong>g> Sudanese Studies<br />
Centre (SSC), a prominent human rights associati<strong>on</strong>, was ordered by <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
authorities to close down for <strong>on</strong>e year. On 31 December, Mr. Abdalla Abu<br />
Alrish, Executive Director <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> SSC, was summ<strong>on</strong>ed and interrogated by<br />
NISS. On <str<strong>on</strong>g>the</str<strong>on</strong>g> same day, two o<str<strong>on</strong>g>the</str<strong>on</strong>g>r organizati<strong>on</strong>s, <str<strong>on</strong>g>the</str<strong>on</strong>g> ARRY Organisati<strong>on</strong><br />
for <strong>Human</strong> <strong>Rights</strong> and Development and <str<strong>on</strong>g>the</str<strong>on</strong>g> Al Khatim Adlan Centre for<br />
Enlightenment and <strong>Human</strong> Development, were also closed down by <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
authorities. On <str<strong>on</strong>g>the</str<strong>on</strong>g> same day, <str<strong>on</strong>g>the</str<strong>on</strong>g> security services reportedly ordered <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
Cultural Forum for Literary Criticism to cease all <str<strong>on</strong>g>of</str<strong>on</strong>g> its activities, and<br />
interrogated Ms. Zeinab Belil, chairwoman <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Forum. It is reported that<br />
dem<strong>on</strong>strati<strong>on</strong>s took place <strong>on</strong> 30 December 2012 and 6 January 2013 to<br />
denounce <str<strong>on</strong>g>the</str<strong>on</strong>g> allegedly arbitrary NGO closures, but were met with excessive<br />
use <str<strong>on</strong>g>of</str<strong>on</strong>g> force. These measures reportedly form part <str<strong>on</strong>g>of</str<strong>on</strong>g> an <strong>on</strong>-going campaign<br />
aimed at intimidating and silencing independent civil society actors. In this<br />
c<strong>on</strong>text, a presidential decree establishing a committee to examine demands<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> foreign NGOs to work in Sudan was issued <strong>on</strong> 25 December 2012.<br />
Allegati<strong>on</strong>s c<strong>on</strong>cerning <str<strong>on</strong>g>the</str<strong>on</strong>g> physical and psychological integrity <str<strong>on</strong>g>of</str<strong>on</strong>g> a human<br />
rights defender in pre-trial detenti<strong>on</strong>. According to <str<strong>on</strong>g>the</str<strong>on</strong>g> informati<strong>on</strong><br />
received, since 22 June 2012, Mr. Hilal Mammadov had been in pre-trial<br />
detenti<strong>on</strong> under charges <str<strong>on</strong>g>of</str<strong>on</strong>g>, inter alia, treas<strong>on</strong> and incitement to nati<strong>on</strong>al,<br />
racial or religious hostility. It is reported that in November 2012, Mr.<br />
Mammadov was beaten and injured by his cell mate who allegedly suffered<br />
from a serious mental disease. It is also reported that, in November 2012,<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> courts rejected a complaint filed by Mr. Mammadov denouncing acts <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
torture and ill-treatment he allegedly suffered during his arrest, acts which<br />
were reportedly supported by a forensic examinati<strong>on</strong>. Mr. Mammadov has<br />
been a leader <str<strong>on</strong>g>of</str<strong>on</strong>g> Azerbaijan‘s ethnic Talysh minority and had shortly before<br />
his arrest become editor <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> newspaper Tolishi Sado (Talysh Voice), <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
<strong>on</strong>ly newspaper published in <str<strong>on</strong>g>the</str<strong>on</strong>g> Talysh minority language <str<strong>on</strong>g>of</str<strong>on</strong>g> sou<str<strong>on</strong>g>the</str<strong>on</strong>g>rn<br />
