organization Suara Rakyat Malaysia (SUARAM), under <strong>the</strong>
Peaceful Assembly Act 2012. According to <strong>the</strong> information received, on 30
November 2012, <strong>the</strong> police informed SUARAM that an investigation under
Section 9 <strong>of</strong> <strong>the</strong> Peaceful Assembly Act was launched in relation to an
unauthorized peaceful assembly organized by <strong>the</strong> organization at <strong>the</strong>
Companies Commission <strong>of</strong> Malaysia on 18 September 2012. On 5
December 2012, Wong Kar Fai, Sarah Devaraj, Fadiah Nadwa Fikri,
Cynthia Gabriel, and K. Arumugam, all staff or secretariat members <strong>of</strong>
SUARAM, were issued notices under Section 111 <strong>of</strong> <strong>the</strong> Criminal
Procedure Code in which <strong>the</strong>y were ordered to appear before <strong>the</strong> Brickfield
police station on 7 December to record statements. On 7 January 2013, <strong>the</strong>
five individuals, after <strong>the</strong>y obtained <strong>the</strong> postponement <strong>of</strong> <strong>the</strong> recording, went
to <strong>the</strong> police station, but <strong>the</strong>y reportedly remained silent as permitted under
Section 112 <strong>of</strong> <strong>the</strong> Criminal Procedure Code.

Alleged abduction <strong>of</strong> a minor girl by a man, for <strong>the</strong> purpose <strong>of</strong> marriage and
converting her to Islam. According to <strong>the</strong> information received, on 9
January 2013, Ms X, an 11-year old girl from <strong>the</strong> Yazidi community <strong>of</strong>
nor<strong>the</strong>rn Iraq was forcefully abducted by Mr. Y <strong>of</strong> <strong>the</strong> Goran tribe, from
Kalakchi village. Mr. Y is a 20-year old vegetable vendor who has been
selling his produce at <strong>the</strong> market <strong>of</strong> Sheikha. Ms X was forced into a car and
taken away by Mr. Y. The alleged intention <strong>of</strong> Mr. Y was to marry <strong>the</strong> girl,
and it is feared that she may have been raped. It is reported that <strong>the</strong> two
individuals have since married. The fa<strong>the</strong>r <strong>of</strong> <strong>the</strong> abducted girl reported <strong>the</strong>
incident to police authorities, including to <strong>the</strong> Alqush Police Station which
forwarded <strong>the</strong> file to <strong>the</strong> Telkaif Court. Fur<strong>the</strong>rmore, <strong>the</strong> fa<strong>the</strong>r opened a
case with <strong>the</strong> Shekhan Court, which belongs to <strong>the</strong> Kurdistan Regional
Government, but no investigation or prosecution had taken place at <strong>the</strong> time
<strong>of</strong> sending <strong>the</strong> communication.
