Presunta detención preventiva de un grupo de campesinos. Según la información<br />
recibida, 13 campesinos, seis de ellos en huelga de hambre, se encuentran<br />
detenidos desde el 15 de junio de 2012 en la Penitenciaría de Cor<strong>on</strong>el Oviedo: Sra.<br />
Lucía Aguëro Romero, Sr. Felipe Nery Urbina Gamarra, Sr. Luis Olmedo Paredes,<br />
Sr. Arnaldo Quintana, Sr. Alcides Ramírez Paniagua, Sr. Juan Carlos Tillería, Sr.<br />
Felipe Benítez Balmori, Sr. Adalberto Castro, Sr. Néstor Castro, Sra. María Fanny<br />
Olmedo, Sra. Dolores López Peralta, Sr. Arnaldo Quintana, y un menor de edad.<br />
Habrían sido acusados, entre otros, de la comisión de los delitos de homicidio<br />
doloso; homicidio doloso en grado de tentativa; asociación criminal y coacción<br />
grave. La resolución judicial que ordenó la medida cautelar de detención no estuvo<br />
motivada y carece de fundamentos legales y fácticos. El proceso judicial penal<br />
c<strong>on</strong>tra estas pers<strong>on</strong>as se encuentra prácticamente paralizado y presentaría una serie<br />
de omisi<strong>on</strong>es y c<strong>on</strong>tradicci<strong>on</strong>es. Estas pers<strong>on</strong>as habrían sido golpeadas y fuer<strong>on</strong><br />
objeto de malos tratos luego de su detención y algunas incluso habrían sido<br />
torturadas.<br />
Allegati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> complicity in torture. According to <str<strong>on</strong>g>the</str<strong>on</strong>g> informati<strong>on</strong> received, Mr.<br />
Shaker Aamer was captured by Nor<str<strong>on</strong>g>the</str<strong>on</strong>g>rn Alliance forces in Kabul in December<br />
2001 and held <str<strong>on</strong>g>the</str<strong>on</strong>g>re in an underground pris<strong>on</strong> while Kabul was under joint US and<br />
UK c<strong>on</strong>trol. Around 25 December 2001, he was reportedly transferred from <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
Kabul pris<strong>on</strong> to <str<strong>on</strong>g>the</str<strong>on</strong>g> Bagram Airforce Base by US forces. In January 2002, he was<br />
reportedly transferred with a US aircraft to Kandahar Airforce Base in Afghanistan<br />
under US c<strong>on</strong>trol. UK <str<strong>on</strong>g>of</str<strong>on</strong>g>ficials were reportedly present at <str<strong>on</strong>g>the</str<strong>on</strong>g> detenti<strong>on</strong> facilities at<br />
both Bagram and Kandahar, where he received inhuman treatment. He was<br />
allegedly tortured during interrogati<strong>on</strong>s during which UK <str<strong>on</strong>g>of</str<strong>on</strong>g>ficials were present.<br />
Pers<strong>on</strong>al informati<strong>on</strong> allegedly provided by <str<strong>on</strong>g>the</str<strong>on</strong>g> UK was used by <str<strong>on</strong>g>the</str<strong>on</strong>g> US<br />
interrogators. On 13 February 2002, he was reportedly rendered to Guantanamo<br />
Bay. In November 2004, he was declared an enemy combatant. Although he has<br />
reportedly been cleared for release from Guantanamo Bay since 2007, he still<br />
remained detained at that facility.<br />
