received, Mr. Mishal Al Mutiry is a former Saudi diplomat who was<br />

attached to <str<strong>on</strong>g>the</str<strong>on</strong>g> embassy <str<strong>on</strong>g>of</str<strong>on</strong>g> his country in <str<strong>on</strong>g>the</str<strong>on</strong>g> Ne<str<strong>on</strong>g>the</str<strong>on</strong>g>rlands between 2000 and<br />

2004. During that time he denounced <str<strong>on</strong>g>the</str<strong>on</strong>g> alleged activities <str<strong>on</strong>g>of</str<strong>on</strong>g> embassy<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g>ficials who financed and actively supported extremist groups in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Ne<str<strong>on</strong>g>the</str<strong>on</strong>g>rlands. In 2004, Mr. Al Mutiry obtained <str<strong>on</strong>g>the</str<strong>on</strong>g> status <str<strong>on</strong>g>of</str<strong>on</strong>g> political refugee<br />

in <str<strong>on</strong>g>the</str<strong>on</strong>g> Ne<str<strong>on</strong>g>the</str<strong>on</strong>g>rlands for him and his family. However, in October 2006, <str<strong>on</strong>g>the</str<strong>on</strong>g>y<br />

were allegedly kidnapped and sent to Saudi Arabia. Mr. Al Mutiry reported<br />

that he was victim <str<strong>on</strong>g>of</str<strong>on</strong>g> torture in <str<strong>on</strong>g>the</str<strong>on</strong>g> pris<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> Saudi Arabia. In August 2011,<br />

he managed to flee to Qatar in order to seek asylum. On 14 January 2013,<br />

Mr. l Al Mutiry was reportedly told by <str<strong>on</strong>g>the</str<strong>on</strong>g> Qatari Police that he had to leave<br />

Qatar <str<strong>on</strong>g>the</str<strong>on</strong>g> next day.<br />

Presunta nueva legislación que podría afectar negativamente la especialidad<br />

del funci<strong>on</strong>amiento del registro de casos de tortura. Según la información<br />

recibida, la H<strong>on</strong>orable Legislatura de la Provincia de Buenos Aires<br />

(Proyecto E219-12-13 – Ley de Ministerio Público) estaría estudiando la<br />

aprobación de una nueva ley que dividiría la Procuración General para dar<br />

mayor aut<strong>on</strong>omía a los Defensores de Pobres y Ausentes de la Provincia de<br />

Buenos Aires. Sin embargo, según se informa, esta medida también tendría<br />

por efecto transferir la competencia del registro de casos de tortura desde el<br />

ámbito de la Defensoría de Casación Penal de la Provincia a la competencia<br />

de la nueva Defensoría General Multifueros. Se alega que esta transferencia<br />

podría afectar la c<strong>on</strong>tinuidad del trabajo que la Defensoría de Casación<br />

viene realizando c<strong>on</strong> el registro exitosamente, así como la especialidad, la<br />

independencia y la experiencia en el manejo de estos datos sensibles.
