Associati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Indigenous Peoples <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> North (RAIPON) is an organizati<strong>on</strong><br />

formed in 1990 to promote <str<strong>on</strong>g>the</str<strong>on</strong>g> human rights <str<strong>on</strong>g>of</str<strong>on</strong>g> indigenous peoples in <str<strong>on</strong>g>the</str<strong>on</strong>g> North,<br />

Siberia and Far East regi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Russian Federati<strong>on</strong>. The organizati<strong>on</strong><br />

represents 41 indigenous groups and around 34 regi<strong>on</strong>al and ethnic organizati<strong>on</strong>s,<br />

and has various regi<strong>on</strong>al <str<strong>on</strong>g>of</str<strong>on</strong>g>fices throughout <str<strong>on</strong>g>the</str<strong>on</strong>g> Russian Federati<strong>on</strong>. RAIPON‘s<br />

work has focused <strong>on</strong> issues related to <str<strong>on</strong>g>the</str<strong>on</strong>g> protecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> indigenous traditi<strong>on</strong>al<br />

lands, self-governance and social, ec<strong>on</strong>omic and cultural development. In<br />

November 2012, <str<strong>on</strong>g>the</str<strong>on</strong>g> Ministry <str<strong>on</strong>g>of</str<strong>on</strong>g> Justice <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Russian Federati<strong>on</strong> ordered <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

suspensi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> RAIPON‘s activities until April 2013 reportedly due to<br />

n<strong>on</strong>compliance <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> organizati<strong>on</strong>‘s charter and statutes with Russian federal<br />

legislati<strong>on</strong>. RAIPON has previously attempted to adjust its internal statutes to meet<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> Ministry <str<strong>on</strong>g>of</str<strong>on</strong>g> Justice‘s requirements. However, it has been reported that those<br />

changes have not been c<strong>on</strong>sidered acceptable by <str<strong>on</strong>g>the</str<strong>on</strong>g> Ministry <str<strong>on</strong>g>of</str<strong>on</strong>g> Justice.<br />

Alleged interrogati<strong>on</strong> and deportati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> human rights defender and withdrawal <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

citizenship <str<strong>on</strong>g>of</str<strong>on</strong>g> 31 political activists. According to <str<strong>on</strong>g>the</str<strong>on</strong>g> informati<strong>on</strong> received, <strong>on</strong> 15<br />

November 2012, Dr. Nada Dhaif, al<strong>on</strong>g with her husband and two children, were<br />

denied access to Kuwait and were subsequently deported. Up<strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir arrival at<br />

Alniuissib Port, Dr. Dhaif was allegedly separated from her family and<br />

interrogated <strong>on</strong> her role in alleged anti-Government protests. She was reportedly<br />

also questi<strong>on</strong>ed <strong>on</strong> her and her husband‘s religi<strong>on</strong>, and was denied legal<br />

representati<strong>on</strong> during <str<strong>on</strong>g>the</str<strong>on</strong>g> interrogati<strong>on</strong>. Dr. Dhaif, Chairpers<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Bahrain<br />

Rehabilitati<strong>on</strong> and Anti-Violence Organizati<strong>on</strong>, was subsequently informed that<br />

her name was <strong>on</strong> a list <str<strong>on</strong>g>of</str<strong>on</strong>g> Bahraini citizens who were denied entry to Kuwait,<br />

reportedly provided by <str<strong>on</strong>g>the</str<strong>on</strong>g> Government <str<strong>on</strong>g>of</str<strong>on</strong>g> Bahrain in July 2012. Fur<str<strong>on</strong>g>the</str<strong>on</strong>g>rmore, <strong>on</strong><br />

7 November 2012, <str<strong>on</strong>g>the</str<strong>on</strong>g> Ministry <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Interior published a list <str<strong>on</strong>g>of</str<strong>on</strong>g> names <str<strong>on</strong>g>of</str<strong>on</strong>g> 31<br />

individuals, whose Bahraini citizenship was allegedly revoked by <str<strong>on</strong>g>the</str<strong>on</strong>g> Ministry <strong>on</strong><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> grounds that <str<strong>on</strong>g>the</str<strong>on</strong>g> listed pers<strong>on</strong>s were allegedly ―damaging <str<strong>on</strong>g>the</str<strong>on</strong>g> security <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

State‖. Of <str<strong>on</strong>g>the</str<strong>on</strong>g> published names, <str<strong>on</strong>g>the</str<strong>on</strong>g> majority are reportedly Shiite political<br />

activists, two <str<strong>on</strong>g>of</str<strong>on</strong>g> which are human rights defenders: Mr. Abbas Omran and Mr.<br />

Taymour Karimi. 19 <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> 31 listed individuals do not reportedly hold ano<str<strong>on</strong>g>the</str<strong>on</strong>g>r<br />

nati<strong>on</strong>ality and are <str<strong>on</strong>g>the</str<strong>on</strong>g>refore now stateless.<br />
