sent <strong>on</strong> 21 November 2012 to development partners, prior to <str<strong>on</strong>g>the</str<strong>on</strong>g> 2012<br />

Round Table Implementati<strong>on</strong> Meeting, in which she deplored <str<strong>on</strong>g>the</str<strong>on</strong>g> lack <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

respect for <str<strong>on</strong>g>the</str<strong>on</strong>g> rights to freedom <str<strong>on</strong>g>of</str<strong>on</strong>g> expressi<strong>on</strong>, associati<strong>on</strong>, and peaceful<br />

assembly in <str<strong>on</strong>g>the</str<strong>on</strong>g> Lao PDR, and called <strong>on</strong> development partners to bear in<br />

mind <str<strong>on</strong>g>the</str<strong>on</strong>g> human rights situati<strong>on</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g> country in <str<strong>on</strong>g>the</str<strong>on</strong>g> 2012 RTIM‘s<br />

Mr. Sombath Somph<strong>on</strong>e was taken to a police stati<strong>on</strong> by two men in civilian<br />

clothing. His whereabouts remain unknown at <str<strong>on</strong>g>the</str<strong>on</strong>g> time <str<strong>on</strong>g>of</str<strong>on</strong>g> writing <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

present appeal. Prior to his disappearance, Mr. Somph<strong>on</strong>e was involved in<br />

trying to stop threats made by <str<strong>on</strong>g>of</str<strong>on</strong>g>ficials against people who publicly spoke<br />

up against land grabbing <str<strong>on</strong>g>the</str<strong>on</strong>g>y experienced, during <str<strong>on</strong>g>the</str<strong>on</strong>g> Asia-Europe People‘s<br />

Forum held in November 2012. Mr. Somph<strong>on</strong>e was calling for an<br />

investigati<strong>on</strong> into <str<strong>on</strong>g>the</str<strong>on</strong>g>se threats.<br />

informati<strong>on</strong> received, Ms. Kimberly Rivera left <str<strong>on</strong>g>the</str<strong>on</strong>g> army without<br />

authorizati<strong>on</strong> while <strong>on</strong> leave from deployment to Iraq in early 2007. Ms.<br />

Rivera went to Canada after she made a decisi<strong>on</strong> that she could no l<strong>on</strong>ger<br />

participate in <str<strong>on</strong>g>the</str<strong>on</strong>g> war in Iraq or any o<str<strong>on</strong>g>the</str<strong>on</strong>g>r c<strong>on</strong>flict for moral reas<strong>on</strong>s. When<br />

she was in Canada, Ms. Rivera spoke out publicly about her objecti<strong>on</strong> to <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

c<strong>on</strong>flict in Iraq. It has been reported that Ms. Rivera has been detained by<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> US military authorities since 20 September 2012 and may be tried<br />

before a court martial. If c<strong>on</strong>victed, Ms. Rivera could face up to five years<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> impris<strong>on</strong>ment.<br />
