subverting <str<strong>on</strong>g>the</str<strong>on</strong>g> people‘s power‖). The alleged leader <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> group Mr. Phan<br />

Van Thu, 65 years old, was sentenced to life in pris<strong>on</strong>, and <str<strong>on</strong>g>the</str<strong>on</strong>g> 21 o<str<strong>on</strong>g>the</str<strong>on</strong>g>rs<br />

were sentenced to between 10 and 17 years in pris<strong>on</strong>. The defendants<br />

reportedly did not enjoy a fair trial. ―Bia S<strong>on</strong> Council for Public Law and<br />

Affairs‖ is a n<strong>on</strong>-violent group involved in building an eco-tourist area for<br />

pers<strong>on</strong>s with disabilities, youths and older people for recreati<strong>on</strong>al and<br />

Alleged risk <str<strong>on</strong>g>of</str<strong>on</strong>g> executi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a juvenile <str<strong>on</strong>g>of</str<strong>on</strong>g>fender. According to <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

informati<strong>on</strong> received, Mr. Muhammad Abdul Wahhab Faysal al-Qassem<br />

was sentenced to death <strong>on</strong> 14 February 2005 under charges <str<strong>on</strong>g>of</str<strong>on</strong>g> murder. The<br />

defendant was informed that his executi<strong>on</strong> would take place <strong>on</strong> 10 February<br />

2013. On 6 February 2013, <str<strong>on</strong>g>the</str<strong>on</strong>g> President <str<strong>on</strong>g>of</str<strong>on</strong>g> Yemen reportedly suspended<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> executi<strong>on</strong>, although it was unclear whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r <str<strong>on</strong>g>the</str<strong>on</strong>g> suspensi<strong>on</strong> was<br />

temporary or indefinite. It was alleged that <str<strong>on</strong>g>the</str<strong>on</strong>g> defendant might have been a<br />

minor at <str<strong>on</strong>g>the</str<strong>on</strong>g> time <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> commissi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> alleged <str<strong>on</strong>g>of</str<strong>on</strong>g>fence, and that his age<br />

at that time was still disputed. The court reportedly determined that he was<br />

over 18 years old at <str<strong>on</strong>g>the</str<strong>on</strong>g> time <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g>fence, <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> basis <str<strong>on</strong>g>of</str<strong>on</strong>g> falsified<br />

documents. A previous communicati<strong>on</strong> was sent <strong>on</strong> 14 December 2012<br />

regarding <str<strong>on</strong>g>the</str<strong>on</strong>g> risk <str<strong>on</strong>g>of</str<strong>on</strong>g> executi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>23</str<strong>on</strong>g> alleged juvenile <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders and <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

executi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> two o<str<strong>on</strong>g>the</str<strong>on</strong>g>r reported juvenile <str<strong>on</strong>g>of</str<strong>on</strong>g>fenders in 2012 (see above, YEM<br />

1/2012).
