According to <strong>the</strong> information received, on 26 November 2012, about 1,000
students protested in Gonghe (Chabcha in Tibetan) against <strong>the</strong> release <strong>of</strong> an
<strong>of</strong>ficial Chinese booklet which reportedly mocked <strong>the</strong> Tibetan language and
labelled <strong>the</strong> series <strong>of</strong> self-immolations by Tibetans as ―stupidity‖. Security
forces fired warning gunshots and tear gas to disperse <strong>the</strong> demonstrators. 20
students were reportedly injured, five <strong>of</strong> whom were hospitalized in critical
condition. Four students were arrested in <strong>the</strong> course <strong>of</strong> <strong>the</strong> operation. On 28
November 2012, students took again to <strong>the</strong> streets, demanding freedom and
respect for Tibetan language in front <strong>of</strong> <strong>the</strong> prefecture government centre.
Allegedly, <strong>the</strong> security forces physically assaulted <strong>the</strong> peaceful protestors,
using tear gas and explosive devices. Several students reportedly suffered
from cuts on <strong>the</strong>ir heads and body. Five students were allegedly arrested and
detained.

Alleged continued detention and deteriorating health <strong>of</strong> prominent Tibetan
human rights defender. According to <strong>the</strong> information received, Mr. Lobsang
Tenzin was arrested on 16 April 1988 in relation to his alleged participation
in a pro-independence protest in Lhasa. In 1989, Mr. Tenzin, along with
four o<strong>the</strong>r individuals, was charged with <strong>the</strong> killing <strong>of</strong> a police <strong>of</strong>ficer
during <strong>the</strong> above mentioned protest, and was sentenced to death with two
years‘ reprieve. In 1991, this sentence was reportedly reduced to life
imprisonment, and by 1994, <strong>the</strong> sentence had been reduced to 18 years. Mr.
Tenzin was allegedly subjected to ill-treatment, including being placed
solitary detention and physical beatings, on at least two occasions, in 1989
and 1991 respectively. In 2011, sources reported that <strong>the</strong> Tibetan defender,
who has served <strong>23</strong> years <strong>of</strong> imprisonment to date, was suffering from severe
diabetes which had caused temporary blindness and kidney and back
problems, allegedly as a result <strong>of</strong> poor detention conditions and <strong>the</strong> lack <strong>of</strong>
access to adequate medical care.
