Messers. Almir Nogueira de Amorim and João Luiz Telles Penetra left Rio de<br />

Janeiro <strong>on</strong> 22 June 2012 to go fishing in Guanabara Bay. Their bodies were found<br />

in Guanabara Bay <strong>on</strong> 24 and 25 June respectively. Mr. Telles Penetra‘s body was<br />

found bound by his hands and feet. Mr. Nogueira de Amorim‘s body was found<br />

tied to his boat with bruises <strong>on</strong> his neck and holes in <str<strong>on</strong>g>the</str<strong>on</strong>g> hull <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> boat. Messrs.<br />

Nogueira de Amorim and Telles Penetra were both leading members <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Associação Homens do Mar – AHOMAR (Associati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Sea Men), set up in<br />

2009 to defend <str<strong>on</strong>g>the</str<strong>on</strong>g> rights <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> fisher-folk working in Rio de Janeiro, in particular<br />

those affected by <str<strong>on</strong>g>the</str<strong>on</strong>g> planned c<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a gas pipeline by oil company<br />

Wambugu Wa Nyingi, Mr. Paulo Muoka Nzili, Ms. Jane Muth<strong>on</strong>i Mara, Ms.<br />

Naomi Nziula Kimweli and Mr. Samuel Kimweli Mbithuka Kilatya, all Kenyan<br />

nati<strong>on</strong>als and members <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Mau Mau war Veterans‘ Associati<strong>on</strong> (MMWVA;<br />

advocacy group registered in Kenya) claim that <str<strong>on</strong>g>the</str<strong>on</strong>g>y were victims <str<strong>on</strong>g>of</str<strong>on</strong>g> grave acts <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

torture committed by agents and employees <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> British authorities in Kenya<br />

between 1952 and 1960 prior to Kenyan independence <strong>on</strong> 12 December 1963 (―<str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Kenya Emergency‖). They are seeking redress from <str<strong>on</strong>g>the</str<strong>on</strong>g> British Government. Mr.<br />

Wambugu Wa Nyingi, Mr. Paulo Muoka Nzili and Ms. Jane Muth<strong>on</strong>i Mara lodged<br />

a case in <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>High</str<strong>on</strong>g> Court in L<strong>on</strong>d<strong>on</strong> and it is reported that <str<strong>on</strong>g>the</str<strong>on</strong>g> British authorities are<br />

arguing that <str<strong>on</strong>g>the</str<strong>on</strong>g> claim is time barred by virtue <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Limitati<strong>on</strong> Act 1980.<br />
