Alleged arbitrary detenti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> human rights defender. According to <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

informati<strong>on</strong> received, <strong>on</strong> 11 December 2012, Mr Suleiman Ibrahim Saleh Al<br />

Rashoudi held a meeting in Riyadh where he reportedly publicly asserted<br />

that <str<strong>on</strong>g>the</str<strong>on</strong>g> rights to freedom <str<strong>on</strong>g>of</str<strong>on</strong>g> peaceful assembly and <str<strong>on</strong>g>of</str<strong>on</strong>g> associati<strong>on</strong> are<br />

legitimate and internati<strong>on</strong>ally recognized. On 12 December 2012, he was<br />

reportedly arrested while he was <strong>on</strong> his way to <str<strong>on</strong>g>the</str<strong>on</strong>g> Qassim regi<strong>on</strong>. The<br />

Saudi Interior Ministry purportedly used a verdict from 2011 to arrest and<br />

detain Mr Al Rashoudi. Mr. Al Rashoudi is also a defendant in a case which<br />

reached <str<strong>on</strong>g>the</str<strong>on</strong>g> appeal stage. In this case, he was c<strong>on</strong>victed <str<strong>on</strong>g>of</str<strong>on</strong>g> involvement in<br />

forming a secret organizati<strong>on</strong>, attempting to seize power, incitement against<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> King, financing terrorism, and m<strong>on</strong>ey laundering.<br />

Alleged attack against LGBT rights defenders. According to <str<strong>on</strong>g>the</str<strong>on</strong>g> informati<strong>on</strong><br />

received, <strong>on</strong> 8 December 2012, approximately <strong>on</strong>e hundred lesbian, gay,<br />

bisexual and transsexual (LGBT) human rights defenders took part in a<br />

peaceful dem<strong>on</strong>strati<strong>on</strong> in Kiev in order to commemorate Internati<strong>on</strong>al<br />

<strong>Human</strong> <strong>Rights</strong> Day and to denounce Draft Law 8711, adopted at first<br />

reading <strong>on</strong> 2 October 2012, which criminalizes any reference to<br />

homosexuality in <str<strong>on</strong>g>the</str<strong>on</strong>g> media or public domain. As <str<strong>on</strong>g>the</str<strong>on</strong>g> dem<strong>on</strong>strati<strong>on</strong> began,<br />

police allegedly stated that <str<strong>on</strong>g>the</str<strong>on</strong>g> assembly was illegal, despite <str<strong>on</strong>g>the</str<strong>on</strong>g> authorities<br />

being reportedly notified <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> dem<strong>on</strong>strati<strong>on</strong>‘s locati<strong>on</strong> and time, in<br />

accordance with Ukrainian law. A number <str<strong>on</strong>g>of</str<strong>on</strong>g> protestors were subsequently<br />

reportedly attacked by members <str<strong>on</strong>g>of</str<strong>on</strong>g> a radical right-wing group, while <strong>on</strong>e<br />

individual also allegedly sprayed an unidentified gas into <str<strong>on</strong>g>the</str<strong>on</strong>g> crowd.<br />

Sources state that police detained <str<strong>on</strong>g>the</str<strong>on</strong>g> alleged perpetrators as well as six<br />

LGBT rights defenders, who were subsequently released. Two <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> LGBT<br />

defenders were reportedly charged with ―petty hooliganism‖ and were<br />

issued a fine, while <str<strong>on</strong>g>the</str<strong>on</strong>g> organizer <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> dem<strong>on</strong>strati<strong>on</strong> was allegedly<br />

charged with c<strong>on</strong>ducting an illegal assembly, an <str<strong>on</strong>g>of</str<strong>on</strong>g>fence which could<br />

reportedly result in a c<strong>on</strong>siderable fine.<br />
