• Expedite any necessary approvals for hospitals to temporarily exceed<br />

bed capacity and/or establish extension sites to address surge issues.<br />

• Apprise healthcare providers of any determinations relating to altered<br />

standards of care.<br />

D. HERDS: Resource Allocation<br />

Interpandemic and <strong>Pandemic</strong> Alert Periods<br />

Hospitals:<br />

• Ensure that multiple staff on all shifts are assigned to and trained in<br />

HERDS roles.<br />

• Ensure that internal systems have been established to accurately gather<br />

information on hospital resources (staff, medical supplies and<br />

equipment) in a timely manner.<br />

• Ensure that internal HERDS reporting system is linked to hospital ICS.<br />

Local Health Departments:<br />

• Ensure that adequate staff is trained in use of the HERDS system and<br />

roles.<br />

State Health Department:<br />

• Create a HERDS template to monitor the impact of the pandemic on<br />

hospitals in the community. The information HERDS will collect and<br />

communicate will include:<br />

o Staffing relative to number of patients<br />

o Number of available Intensive Care Unit beds (adult and pediatric)<br />

o Number of available medical beds (adult and pediatric)<br />

o Number of available emergency department (ED) beds<br />

o Number of patients and/or waiting time in the ED<br />

o Number of admitted patients waiting for inpatient beds (in ED or<br />

elsewhere)<br />

o Number of hospitals on ED diversion<br />

o Morgue capacity<br />

o Shortages of medical supplies or equipment<br />

<strong>Pandemic</strong> Period<br />

Healthcare Providers:<br />

• Implement emergency response plans including ongoing collection of<br />

data concerning medical and material supplies and their allocation.<br />

• Complete HERDS survey information in accordance with required<br />

frequency based on needs and the evolving pandemic.<br />
