Section 4: Infection Control<br />

• Update pandemic influenza infection control guidance as indicated according to<br />

the virulence, transmissibility, incubation period, period of communicability, and<br />

drug susceptibility of the identified pandemic influenza strain. Communicate<br />

these changes to the local health department and healthcare providers through the<br />

NYSDOH HAN.<br />

• Provide epidemiological assistance and infection control consultation for the<br />

prevention and control of pandemic influenza in Article 28 healthcare facilities<br />

(i.e., hospitals, nursing homes, and diagnostic and treatment centers).<br />

• Provide epidemiological assistance and infection control consultation to LHDs for<br />

the prevention and control of pandemic influenza in non-Article 28 facilities and<br />

within the community, as needed.<br />

• Adhere to recommended infection control practices to prevent exposure to, and<br />

transmission of, pandemic influenza when performing duties within healthcare<br />

settings or health-related functions (e.g., point of distribution sites).<br />

• Provide the Centers for Disease Control and Prevention (CDC) weekly reports of<br />

the epidemiological presentation of influenza in NYS.<br />

Local Health Departments:<br />

• Provide epidemiological assistance and infection control consultation for the<br />

prevention and control of pandemic influenza in non-Article 28 facilities and<br />

community settings.<br />

• Report confirmed or suspected pandemic influenza outbreaks that have been<br />

identified in non-Article 28 facilities and community settings to the Regional<br />

Office of the NYSDOH, Regional Epidemiology Program.<br />

• Adhere to recommended infection control practices to prevent exposure to, and<br />

transmission of, pandemic influenza when performing duties within healthcare<br />

settings or health-related functions (e.g., point of distribution sites).<br />

• LHDs that also have clinics and home healthcare agencies should also incorporate<br />

healthcare provider activities as applicable.<br />

• Identify geographical areas (border states/regions/counties) that would trigger the<br />

initiation of more conservative infection control measures.<br />

Healthcare Providers:<br />

• Identify persons in your facility responsible for infection control and occupational<br />

health and assure adequate training, support, and access to resources (e.g.,<br />

computer, internet). Assess number of persons capable of performing these<br />

associated tasks and plan for cross training other staff for these duties as<br />

appropriate.<br />

• Review and revise infection control and prevention policies to assure guidance for<br />

pandemic influenza is incorporated.<br />

• Review and revise visitation policies to assure guidance for pandemic influenza is<br />

incorporated.<br />

• Educate healthcare workers on the basic infection control principles for<br />

preventing the spread of influenza and the management strategies for the<br />

containment of pandemic influenza.<br />
