II.<br />

Operational Assumptions<br />

• All SNS vaccine/antiviral materiel will be procured by CDC and arrive at a State<br />

Mobilization Site (NYSDOH Vaccine Depot or designated site) after CDC’s decision<br />

to deploy the vaccine/antivirals.<br />

• NYS will activate its SNS <strong>Plan</strong> to facilitate the widespread distribution of<br />

vaccines/antivirals.<br />

• <strong>Influenza</strong> vaccine will be distributed rapidly to the public sector through partnership<br />

arrangements with LHDs.<br />

• Multiple shipments of vaccine/antivirals may be requested and deployed.<br />

• There may be multiple local requests for vaccine/antiviral assets.<br />

• There may be competing requests for vaccine/antiviral assets from neighboring states.<br />

• Upon receipt of the vaccine/antivirals from the CDC, New York State will assume<br />

responsibility for the vaccine/antivirals until they are delivered to the affected<br />

locality.<br />

• State agency resources and personnel will likely be needed to support local<br />

distribution and dispensing efforts.<br />

• The affected locality will be responsible for vaccine/antivirals delivered to it and will<br />

have identified suitable locations for storage and distribution.<br />

• The State may return all undistributed supplies to the federal authorities.<br />

• NYS maintains a supply of antivirals in the State Medical Emergency Response<br />

Cache (MERC).<br />

• If vaccines with applicable influenza strains are not immediately present during initial<br />

stages of the pandemic, it will take 4 to 8 months between the pandemic alert and<br />

vaccine availability.<br />

• No more then 20% of the total vaccine needs for New York State will be available to<br />

immunize the population on a monthly basis.<br />

Vaccine and Antiviral Deployment<br />

The goal of deployment is to quickly and orderly deliver needed supplies to local<br />

agencies to allow them to immunize, treat or prophylax members of their communities.<br />

When appropriate, distribution will be via the State’s SNS plan. Receipt and distribution<br />

of vaccine/antiviral assets will involve numerous local, State, Federal, volunteer, and<br />

private agencies. There are five critical centers that must coordinate actions and ensure a<br />

smooth flow of information:<br />

1. State Emergency Coordination Center<br />

2. Local Emergency Operations Centers<br />

3. State Mobilization Site/Vaccine Storage Depot<br />

4. Local Staging Sites<br />

5. Points of Dispensing/Treatment Centers.<br />

The deployment of vaccine/antivirals to NYS will be broken down into four distinct<br />

phases.<br />
