4. Recovery Phase<br />

The recovery phase includes those activities associated with the returning of unused<br />

assets to State control. Local public health agencies will be advised by New York State<br />

on how excess supplies will be collected and redistributed (if necessary).<br />

Logistics<br />

1. Facilities<br />

The primary vaccine reception point will be the NYSDOH Vaccine Depot located in<br />

Wadsworth Center, Albany, New York. This Albany Vaccine Depot consists of 924<br />

cubic feet of refrigeration space. In addition, 1,000 cubic feet of refrigeration space has<br />

been identified for use in Wadsworth Center for a combined total of 1924 cubic feet.<br />

Capabilities of the depot to store and distribute vaccine are as follows:<br />

• Current storage capabilities are approximately 1.5 million doses in the Albany<br />

Vaccine Depot and an additional 1.5 million doses using the additional storage<br />

capacity identified in Wadsworth Center for a total of 3 million doses.<br />

• Vaccine will be distributed through normal commercial carriers up to 150,000<br />

doses per day for a total of 5 days per week assuming security requirements<br />

permit.<br />

• Beyond 150,000 doses per day or 3,000,000 doses per month, FedEx custom<br />

critical or similar refrigerated vehicles will be used. These vehicles may include<br />

or necessitate the use of State identified equipment consistent with assets<br />

identified by the State Emergency Management <strong>Plan</strong>.<br />

The primary storage site for antiviral medications available through the MERC is in<br />

Albany. However, New York State is in the process of establishing additional MERC<br />

storage sites in other areas of the State.<br />

• Antiviral supplies requested by local health authorities may be shipped from the<br />

New York State operated storage site closest to the county making the request.<br />

• Locally maintained sites for storage of antivirals should be temperature controlled<br />

(not subject to temperature extremes) and be secure against unauthorized access.<br />

• Package inserts for antiviral drugs should be consulted to determine if all FDAestablished<br />

storage criteria have been met.<br />

2. Ground Support<br />

Local transportation resources, supported by State assets as required, will transport bulk<br />

and/or repackaged medications and supplies to designated local staging. Security will be<br />

coordinated by State Police.<br />
