Section 2: Surveillance and Laboratory Testing<br />

o Rule-in of other respiratory pathogens by molecular methods and cell culture will<br />

be performed.<br />

o For suspected cases of novel influenza infection, including highly pathogenic<br />

H5N1, meeting the current surveillance criteria:<br />

• Molecular influenza A detection will be performed.<br />

• Sub-typing and strain identification will be attempted on the original<br />

diagnostic sample before cell culture is attempted.<br />

• Virus isolation will be done provided the subtyping indicates that highly<br />

pathogenic H5N1 is not present in the sample.<br />

o Surveillance will be based on the current sentinel physician system.<br />

o Ensure that primers are available to sub-type all influenza A viruses.<br />

o Ensure that sufficient quantities of all diagnostic reagents are available for the<br />

Wadsworth Center’s needs.<br />

Local Health Departments:<br />

• Help educate healthcare providers about novel and pandemic influenza.<br />

• Provide consultation and investigation of suspected novel influenza cases to<br />

healthcare providers in conjunction with the state health department.<br />

• Consult on collection of specimens of suspected novel influenza testing.<br />

• Facilitate the transfer of specimens to the Wadsworth Center.<br />

• Conduct follow-up of suspected novel influenza cases, including contact<br />

investigations.<br />

• Identify critical resources for epidemiologic surge capacity.<br />

o Personnel needed to assist with epidemiological investigations.<br />

o Establish and maintain (update) contact lists.<br />

• Investigate community outbreaks of influenza-like illness.<br />

• Assist with identifying medical providers willing to participate in the CDC <strong>Influenza</strong><br />

Sentinel Provider Network<br />

Healthcare Providers:<br />

• Be aware of case definitions; procedures for screening, infection control, laboratory<br />

testing, and antiviral regimens for influenza A (H5N1) and other novel influenza<br />

viruses by accessing the NYSDOH Health Provider Network (HPN)<br />

(https://commerce.health.state.ny.us/hpn/).<br />

• Notify local health departments (LHD) about suspected novel influenza cases and<br />

fatalities.<br />

• Collect recommended specimens for diagnosis of novel influenza in consultation with<br />

the LHD.<br />

• Forward specimens to the Wadsworth Center after consultation with the LHD.<br />
