counsel and BHNSM have the lead in developing data sharing agreements to address<br />

control over rules of data access, data protection, secondary disclosure and assurance<br />

multi-lateral data provision. A multi-program workgroup inclusive of epidemiology,<br />

Wadsworth Center, public health preparedness, hospital program and house counsel<br />

developed the data sharing documents for DOH executive and NYSACHO/LHD<br />

review/approval.<br />

7. Real Time Situational Awareness and Decision Suooprt<br />

Real-time data feeds from core PHP commerce systems will be summarized, linked,<br />

visualized and made available to executive decision makers, local health officials,<br />

health facility incident command and other key response partners through the<br />

executive dashboard on the Commerce system. Processes will build on the model<br />

used to instantiate and populate the dashboard deployment used in support of the<br />

RNC and include decision support. Rich internet architecture, SAS processing and<br />

HERDS GIS systems provide the underlying integration and visualization<br />

infrastructure for the dashboard.<br />

Data feeds will be linked to the dashboard from existing commerce systems<br />

described in Parts I.D.4 and I.D.5 inclusive of:<br />

• Event detection and surveillance systems: ED reporting, syndromic surveillance<br />

systems, HERDS surveillance at health facilities, NORA and ECLRS<br />

• Case reporting, contact tracking and isolation: CDESS and HERDS functions<br />

supporting isolation and quarantine.<br />

• Outbreak tracking as implemented in HERDS.<br />

• HERDS health facility reporting: attributes, personnel, equipment, supplies,<br />

assets, pharmaceutical, vaccine and antivirals, surge, resource needs and<br />

availability<br />

• Volunteer rosters.<br />

• Communications Directory.<br />

• HERDS SNS/MERC reporting/tracking.<br />

• Counter Measure Response Administration.<br />

• Avian and mammal surveillance.<br />

Decision support and visualization made available through the dashboard include<br />

• Time series monitoring of event detection information, surveillance, outbreak and<br />

case reporting.<br />

• Outbreak tracking of geographic and demographic extent of event.<br />

• Static, time series and spatial display of medical personnel resources, facility<br />

resources, vaccine inventory and needs, counter measure administration (as<br />

described in Part I).<br />

• Resource materials.<br />

Functionality provided through the dashboard include<br />

• Health alerting<br />

• Secure collaboration<br />
