G. Home Health Agencies<br />

Interpandemic and <strong>Pandemic</strong> Alert Periods<br />

Home Health Agencies:<br />

• Develop emergency preparedness plans which include: 24/7 contact<br />

telephone number; a current staff call-down list; and a patient locator<br />

system; and a plan to enhance capacity (surge plan).<br />

• Maintain a contact list of key community partners including the LHD,<br />

local emergency manager, NYSDOH Regional Office and other<br />

healthcare providers.<br />

• Maintain an up-to-date patient roster which utilizes the Patient<br />

Classification System in Appendix 3-A.<br />

• Ensure that key staff members have current HPN accounts and maintain<br />

complete and current information in the Communication Directory.<br />

• Educate staff on disease prevention strategies, including infection<br />

control techniques (including use of PPE) should be reviewed and<br />

reinforced.<br />

• Review with staff at all levels the identification of symptoms to promote<br />

early detection and minimize the spread of disease.<br />

• Arrange for or provide immunizations to staff.<br />

• Recruit and train volunteers in coordination with LHDs, OEM,<br />

hospitals and other health care facilities/agencies.<br />

Local Health Departments:<br />

• Work with NYSDOH to provide public education on influenza.<br />

• Recruit and train volunteers in coordination with OEM, hospitals<br />

and other health care facilities/agencies.<br />

State Health Department:<br />

• Review HHAs emergency preparedness plans for completeness and<br />

adequacy during the initial and recertification survey process.<br />

• Provide technical assistance and guidance as well as disseminate up-todate<br />

pertinent information and advisory alerts.<br />

• Utilize the HPN to update and communicate information such as the<br />

release of annual <strong>Influenza</strong> Prevention and Control advisories and the<br />

monitoring of vaccine supply.<br />

• Work with Home Health Provider Organizations to assist in the<br />

provision of educational updates, maintaining resources and<br />

disseminating information.<br />

• Continue to recruit volunteers on the NYSDOH Public Health<br />

Preparedness Volunteer Practitioner Database.<br />
